meaning

policy

of
science
and
its

colors. It will be a science group’s policy
competing with "winner" projects in
local,
national
and
regional
communities who are responsible for
their implementation.
And if so, ie the hypothesis is "real", we
must make every effort to transform
the "political society", so that the

add: level zero "man is on the topic but

The rule of the "three men" (or even
more)
is
important
not
only
in
communication but in any event, even
as if this is justified with a students
"rule" that I have found written in
several universities walls: " data is
information, information is knowledge,
knowledge is power” and then we say
to them: “welfare is power, money,"
and why not it also makes you a
strategist etc..
I
mention
that
from
years
1990
onwards I said "strategy first, politics

Social (moral values, kind, honest, fair,
worker, of sacrifice, etc.)

motivation, knowledge, habits, skills,

Political (social values, professional
state in the position of decision makers)
For
the
materialization
of
this
argument, today would look quite
normal in a political communication (ie
for a project) to invite for discussion as
many participants ("men"). Of course
you may have to state that would only
be invited those men whose personality
at least optimally solves the problem
and
realizes
that
exact
decision.Natyrisht meeting, the man
without value does not give value

value is not helpful.
There may be cases when a decision
maker
(politician)
has
this
value
diminished than other
"Men" or it is not part of the foundation
of his personality, though, the decision

optimal thinking of his personality, even
social. For example to whom can serve
a dishonest communication, not right,
without
any
morals
etc.,
when
transparency does not dominate but
dominates the ignorance, mediocrity,
lack of culture, arrogance, dictatorship,
etc. prepotency?
Politics in a brief managerial sight
Optimization is a process of decision
making in a project. , or a bit differently
it is a politics specified by its object.
Since the optimization is the scientific
characteristics of "first order" of each
activity,
the
statement
"Politics
is
getting
more
of
a science"
is
a
necessary condition for exponential
growth acceleration. (Usually one of the
main
conditions
that
makes
differentiation in the development of
countries).
But based on the above definitions
which are attributes or qualities of
politics? Here are just some of them.
Politics
is
management...
This
management starts from the strategy,
anlysis,
alternatives,
projects,
subprojects,
their
design,
implementation, monitoring, auditing of
projects etc.. However, during these 20
years not rarely it has been individual,
intuitive empirical, etc.), and unfounded
in genuine strategy studies etc.
Politics
is
all
about
innovation,
because it gets constantly enriched with
the knowledge of the highest level.
When we talk about innovation in
politics, we have in minded the new
arrivals in it and especially those
forming the scientific development of
human resources in their processes,
contemporary technology etc.
If we accept that the optimization of
resources is the basis of national
politics, then the optimization of the
decision making brain is the problem
number one of resource optimization.
Why? Because investment in the brain
especially
in
"the
decision making
brain" has higher efficiency than at any
other
potential
human
resource,
energy, mineral, agricultural, etc...
So the politics should make every effort
to be in the first line of scientific
training and then other institutions. Of
course,
this
can
not
be
done
immediately "with a stroke of the pen,

without a vision" but with a strategy, a
genuine project that should be put in as
soon as possible"
Hence understanding, changing and
reforming politics in scientific terms, I
think currently is approximately the
most important national problem.
Politics is an activity about solving
and implementation of the solution for
a significant problem (from a set) that
takes part in a strategy set.
Management is a set of problems that
are raised and formulated from the
strategy and implemented optimally by
politics. These problems in many cases
were not complete or not the right ones
(as
in
the
fields
of
energy,
infrastructure,
technology
of
information, etc.) and are not preceded
by an analysis study conducted by
specialists, or the scientific opposition (I
mean the activity of the faculty of
Geology and Mining, or any other
academic activity).
Even worse when not argue why this
problem will be solved, or who will
solve
it,
when
measures
will
be
implemented, which is the investment,
the spending and what will be the profit
or which is the risc ect.
Obviously
these
deficiencies
often
reflect no recognition of problems and
their
hospitalization,
improperly
training
and
deficient
professional
knowledge, sometimes even poor crop
in the purely theoretical and applied
sciences as geological, engineering,
ect...
• Politics is a complex and sophisticated
activity
Since with time extension and problem
solving becomes generalized, complex
and sophisticated (eg the problem of
energy,
environment,
information
technologies, etc.), then such will be
any element of politics as purpose,
analysis,
decision
making,
project
implementation, etc..
• Politics is a structure of a class with
objects
(oriented)
and
an
optimal
hierarchy
If we make the agreement that a
structure is a set of attributes with
respect to a particular policy then
politics is a structure (as in oriented
programming), ie a set of people that is
characterized by decision making, the
project ose as otherwise stated is a

Politics is an activity of structuring
facilities
(state)

Politics is the activity that relies on
the accurate information provided and
structured and advanced methods.
This structure can be considered such if
it relies on accurate data and enough
information. It can’t be an optimally
structured
state,
if
there
are
no
structured databases of objects which
support the state.

From this point of view, identification of
all
resources,
potentials
and their
reserves
and
structuring
of
their
databases is the first condition required
for politics to be optimal.Even though
this problem has been set up before
(even into dissertation thesis), currently
it has to be worked on more in this
direction not only in the structure of
the databases of the population but
also of all national resources, projects
etc.
Policy is optimal activity and leading
politician means optimal politician.
The politician has this status based on
the criteria that he has completed
optimally in the community of potential
leaders. He keeps this status in the
decision making (regardless of the
decision hierarchy) for guidance and
implementation of a scientific project,
sub project, study, etc.
Scientific
preparation
and
professionalism is the first condition
(along
with
the
necessary
moral
integrity
of
a
politician.
(not
his
militancy)
Politics is a project
The event begins with an analysis of the
scope of its implementation, the data
and information, methodologies and
tools
of
project
design
and
its
evaluation, decision and then continues
with the implementation, monitoring,
audit and eventually up to its profit.
I think that in these last 20 years active
nonparticipation
of
politicians
in
projects (each activity based on an
optimal strategy) is one of the hot
points and the weak politics not only in
the field of resources at the national but
also in general.
Why so much about politics? Because it
is one of the most important activities
for human resources and for the
development of any other resources, to
optimize them.
Today, the time has come for every
director (manager) of a state institution
etc.
politician,
minister,
rector,
academician, director, member, etc.
before he sits in his seat "to ask" in
detail of the project and why he
participates and undertakes to direct:
What is His background?
Why this project is presented from
him?
What is the problem the project and
which are the conditions of his criteria?
What are the alternatives to this
problem and their analysis?
Which is the method of solution?
And that the optimal solution and its
risk?
How will the project be implemented
product, what, when, where. This
product will be achieved, what are the
values of the product etc.
For the period of democracy politics in
the management of many projects
often acted "outside scientific circles by
leapfrogging or isolating them. "For
many of these projects the contribution
of the scientific institutions could be
extraordinary, if we consider that many
of them (departments, institutes, etc.)

been a great national loss, maybe even
bigger than the brain drain of the
nation, because intellectual capacity is
the most important asset of national
resources.
6. What should be done?
The answer to this question is the most
important thing and requires a genuine
study.
1. Hipotesis "Politics is a project, is
science, has a special importance,
especially for our country to capture
the lost time and to achieve a high
accelerated development”.
It
has
only
one
language,
one
expression and that is of optimization
strategies of risk assessment projects.
2. Understanding and reforming the
decision making into a scientific plan
can actually be the most important
national problem in the optimization of
human resources, natural, financial
resources, etc.
3. Politics is management means that
politics is determined by strategy, to
result in the development of the
country, the first is science, the second
is politics, slightly different strategy
(science)
says
that
what
should
implement policies and not vice versa
as has frequently happened these last

4. The establishment of the institution

national database not only on human

general etc. is an institution that
requires time, more so when we
consider
the
state

effective,

state, projects, studies, structures of
high state local, regional levels, etc.,
until the establishment of the proper
specialized institutions (private and
state).
8. The risk assessment as a norm
(possibly legal) without which should
not be morally adopted or legally
permitted the implementation of a
national policy or project etc... This
proposal was made nearly 15 years ago,
but
until
now
has
not
been
implemented, and the lack of legal
norm has brought enormous economic
damage: Gerdeci events, The Nation
Road tunnel, recurring floods, political
fluctuations
in

energy
area,
professional
incompetencein
leadership,
corruption
in
justice,
politics,
"water
resources,
mining
fragmentation
etc.

the
management
theory,

preparation of managers with social
and professional integrity, excellent

in
the
basic
sciences,

the society. And this wind is knocking
on our doors considerably.
