- the ability to respond quickly and flexibly to changes in market conditions, due to 
the fact that the end consumer is also part of the cluster; 
- the ability to control overproduction and thereby restrain inflationary processes in 
the economy; 
- fast and flexible retraining of people employed in the cluster for related professions 
and activities; 
- the ability to use only really existing and sufficient resources in production. With a 
lack of some resource, there is the possibility of a painless transition to more efficient 
production; 
- through cooperation with scientific centers, it is possible to actively introduce 
information technologies. 
In rural areas, further development of cooperation in the field of agriculture is 
proposed: 
- implementation of joint directions for the development of scientific and innovative 
activities, the use of new technologies in the field of agriculture; 
- organization on an annual basis of joint fruit and vegetable fairs and exhibitions in 
the B2B and B2C formats; 
- development by the quarantine services of the two countries of a plan of measures 
to prevent the entry of harmful organisms in the border areas, as well as regular monitoring 
of transboundary plant diseases; 
- development of a unified system for the exchange of electronic phytosanitary 
certification between quarantine services to ensure that regulated products are 
accompanied by electronic certificates in mutual deliveries; 
- establishing cooperation and exchange of experience between research institutes 
of the two countries in the field of agriculture (bilateral exchange programs for scientists, 
advanced training courses, international conferences); 
- interaction in the field of transportation and transit of perishable agro-food products 
through the territory of the two countries.
