10. Final assessment of undergraduate students


10.1 The final assessment of undergraduate students is carried out according to the forms established by the State Educational standards, within the terms provided for by the academic calendar and approved working curricula of specialties.


10.2 Final assessment of undergraduate students is carried out in the form of passing a state exam in a specialty and defending the thesis (project) or passing state exams in a specialty and two profile disciplines.
10.3 For holding a final assessment of students the State Qualification Board (further SQB) on specialties or groups of specialties of the higher education of all forms of education is created. By November 20 of the current year, the deans submit to the Academic Department candidates for chairmen of the SQB, from among experienced specialists and organizations, professors, associate professors of other universities corresponding to the profile of Bachelor’s and Master’s programs. The candidacy of the chairman and the composition of the SQB are considered and approved by the rector’s order on the basis of the University Board of Studies decision no later than December 1 of the current academic year and are valid for a calendar year. The composition of the SQB is formed from among professors, associate professors, highly qualified specialists who correspond to the profile of graduates. The quantitative composition of the SEB is determined by the university.
10.4 The chairman and the members of the commission shall change every three years.
10.5 The final assessment is allowed for students who have fully completed the educational process in accordance with the requirements of the State Educational Standard, educational program, working and individual curricula and academic course working program. The admission of students to a final assessment is made out by the university order, on the basis of the dean’s application, according to the list with the indication of surnames, names, middle names (in the presence), specialties (educational programs) of students not later than one month prior to the final assessment and it is represented in SQB. A graduate student who has not fulfilled the requirements of the educational program, working and individual curricula and academic course working programs remains for a re-course without completing the summer semester.
10.6 The University shall submit applications (in an arbitrary form) on the expected issue to the authorized body in the field of education for obtaining forms of the state education document (diplomas and annexes).
10.7 The schedule of SQB work shall be drawn up by the deans of the corresponding programs, taking into account the employment of the chairman and members of the commission and shall be brought to the general attention of graduates no later than two weeks before the start of work of the SQB.
10.8 Based on the schedule, the deans draw up a schedule indicating the name of the graduate and appointing the time for each graduate.
10.9 The scientific supervisor of the thesis (project) is approved by the rector’s order for each student with indication of the topic basing of the university’s Board of Studies decision at the beginning of the graduation course, until December 1 of the current academic year.
10.10 Reviewers of thesis (projects) shall be approved by the rector’s order by the dean’s application with indication of the working place, position and education (academic degree in a specialty, basic education in a diploma of higher education) at the beginning of the graduation course. The student has the right to choose the supervisor and the field of scientific research.
Review of the thesis (project) is carried out only by external specialists from third-party organizations whose qualifications correspond to the profile of the thesis (project).
10.11 The state examination for the specialty is carried out according to the program developed by the university basing on the disciplines’ content. The program of the state exam for the specialty is approved by the university Board of Studies decision.
10.12 Defence of thesis (project) includes writing of thesis (project) and defence procedure. At the same time, the thesis (project) is aimed at identifying and evaluating the analytical and research abilities of the graduate. Diploma thesis (projects) are checked by the University for plagiarism. The defence of the thesis (project) is carried out at the open meeting of the SQB.
10.13 The student defenses the thesis (project) if there is a positive feedback from the supervisor and one expert review corresponding to the profile of the thesis (project). If the supervisor gives a negative conclusion "not allowed for defence," the student is not allowed to defense the thesis (project). The student is allowed to defense the thesis (project) both in case of positive and negative conclusion of the reviewer.
10.14 Instead of the thesis (project) defence, it is allowed to pass two state exams in the profile disciplines of the specialty (educational program), if the student:
- Is on long-term treatment in a hospital (more than one month) on the basis of a medical advisory opinion on the state of health;
- Takes care of a child under the age of 3 on the basis of a birth certificate;
- Takes care of sick parents on the basis of a medical advisory opinion on the state of health of parents;
- Disabled persons with disabilities on the basis of a medical certificate of disability.
10.15 Based on the results of state exams and the thesis (project) defence, assessments are made according to the rating system for assessing the knowledge of students, taking into account the level of theoretical, scientific and practical training of the student, as well as the feedback of the supervisor and reviewer.
10.16 The results of the state exams passing and the thesis (project) defence are announced on the day of their holding after signing the minutes of the SQB meeting.
10.17 All SQB meetings shall be formalized by minutes. The minutes of the SQB meetings are kept individually for each graduate. The minute shall be filled in by the Secretary of the SQB, appointed as a member of the commission and not having the right to vote.
10.18 Decisions on the state exams assessment, thesis (project) defence, as well as on awarding a degree or qualification and issuing a diploma of a state type (ordinary, with full honors) are made by the SQB at a closed meeting by an open vote by the principle of a simple majority of votes of SQB members participating in the meeting. With an equal number of votes, the vote of the chairman of the commission is decisive.
10.19 Minutes of the SQB meeting are stored in the university archive in accordance with the requirements of the Law of the Republic of Kazakhstan of December 22, 1998 "On the National Archive Fund and Archives."
10.20 The student, who did not appear for the final assessment for a good reason, writes an application in an arbitrary form addressed to the chairman of the SQB, submits a document confirming the good reason, and upon the permission passes the exam or defenses the thesis (project) on another day of the SQB meeting.
10.21 The student, who does not agree with the results of the final assessment, shall appeal no later than the next working day after its holding. An appeal commission is created from among experienced teachers whose qualification correspondы to the profile of the training direction. It is done by the rector order to conduct an appeal.
10.22 Health status documents submitted to the SQB after receiving an unsatisfactory assessment are not considered.
10.23 Re-passing of the state exam and the thesis (project) defence in order to increase the positive rating is not allowed.
10.24 Persons who received the rating "unsatisfactory" are not allowed to re-pass the state exams, as well as re-defence the thesis (project) during this period of final assessment.
10.25 If the thesis is considered unsatisfactory, the SQB establishes the possibility of re-presenting the same work (project) for protection with revision or development of the new thesis (projects) with a new topic the next academic year. This decision of the SQB is recorded in the minutes of the meeting.
10.26 Students who receive an "unsatisfactory" rating at the final assessment are expelled from the university by the rector order, as having not completed their studies with the issuance of the established model certificate issued to citizens who have not completed their education, in the form approved by Order No. 289.
10.27 Re-passing the final assessment is carried out the next academic period in accordance with the academic calendar and only according to the forms by which he/she received an unsatisfactory rating in the previous final assessment. The list of subjects submitted for state exams for persons who have not passed these exams is determined by the approved curriculum, which was in force during the year of completion of the theoretical course.
10.28 To re-pass the final assessment, the student expelled from the university writes an application addressed to the university rector in order to get the permission to be admitted to those forms for which the rating "F - unsatisfactory" was obtained. It should be done not later than one month before the start of the final assessment of the next academic year. Admission to another final assessment is issued by the rector order. Students are allowed to re-complete the assessment only on a paid basis.
10.29 The student who has passed the final assessment and confirmed the mastery of the corresponding educational program of higher education, by the SQB decision, is awarded a bachelor's degree in the corresponding field of training, in accordance with the license, and a state diploma with an appendix is issued.
10.30 Undergraduate student who has passed exams and differentiated tests with grades A, A- "excellent," B-, B, B + "good" and has grade point average (GPA) for the entire study period of not less than 3.5, as well as who has passed all state exams and defended his/her thesis (project) with grades A, A- "excellent” receives the diploma with full honors (excluding military training assessment)
A student who has had a retake or re-examination during the entire training period does not receive a diploma with full honors.
10.31 At the end of the SQB work, its chairman writes a report on the final assessment of undergraduate students, which is discussed and approved at a meeting of the University Board of Studies within a month.
10.32 Based on the results of the final assessment, the order is issued by the rector on the graduation of students who have completed their studies in the corresponding educational program of higher education and successfully passed the final assessment, with the award of the degree "bachelor" in the corresponding training fields.
10.33 The list of the university graduates who completed educational programs of the higher education, with the indication of their surnames, names, middle names (in the presence), specialties and numbers of the issued diplomas signed by the university rector and is submitted in authorized body in the field of education after within a month after the order’s release.
