preschool education and upbringing — a type of lifelong education aimed at educating and raising children, their intellectual, spiritual, moral, ethical, aesthetic and physical development, as well as preparing children for general secondary education;
the state standard of preschool education and upbringing — a set of mandatory requirements for the volume, content and quality of the educational process, the construction and equipment of a preschool educational organization, as well as the organization of healthy nutrition and safety of preschool children; state educational program of preschool education and upbringing — a document that determines the volume and content of basic knowledge, skills and abilities to be acquired by the child, as well as characterizing the specifics of the content of education and upbringing, especially the organization of the educational process; preschool educational organization — a state and non-governmental organization that provides educational and educational services in the field of preschool education and upbringing; non-governmental preschool educational organization — a legal entity providing educational and upbringing services in the field of preschool education and upbringing on the basis of a license to carry out activities in the provision of non-state educational services; teacher’s professional standard — a set of basic requirements for personal professional qualities, knowledge, skills of a teacher of a preschool educational organization; an alternative form of training and education is a model for organizing an innovative educational process in the system of preschool education and upbringing. Article 4. Basic principles of preschool education and upbringing The main principles of preschool education and upbringing are: the availability of preschool education and upbringing for each child; equality of conditions for the development of talents, inclinations and abilities of each child; unity of instruction, upbringing and improvement of children of preschool age, educational influence of the family and preschool educational organization; harmonization of education and upbringing of preschool children; a personality-oriented approach to the development of a child’s personality; constancy and continuity of preschool and general secondary education; the democratic and secular nature of education and upbringing; transparency and openness of the educational process; compliance of the content, level and volume of preschool education and upbringing with the developmental characteristics and health status of preschool children. Article 5. The main directions of state policy in the field of preschool education and upbringing The main directions of state policy in the field of preschool education and upbringing are: ensuring the realization of the right of every child to preschool education and upbringing; creation of conditions for ensuring full coverage of children with preschool education and upbringing; providing comprehensive assistance to the family in the development, preschool education and upbringing of the child; creation of conditions for children, including children with special educational needs, to receive quality preschool education and upbringing; creation and development of alternative forms of training and education; state support for the development of preschool education and upbringing; introduction and development of public-private partnership mechanisms aimed at expanding the network of preschool educational organizations; introduction of modern innovative and information and communication technologies for the comprehensive development of preschool children; development of international cooperation. Article 6. State guarantees for preschool education and upbringing Every child has the right to preschool education and upbringing. The state guarantees the right of every child to receive compulsory one-year preparation for general secondary education in state preschool educational institutions one year before he enters general secondary education. State guarantees for the child to receive preschool education and upbringing are provided by providing preschool educational and upbringing services on the basis of state preschool educational organizations, as well as by organizing alternative forms of education and upbringing. Chapter 2. Regulation in the field of preschool education and upbringing Article 7. Bodies implementing the state policy in the field of preschool education and upbringing The bodies implementing the state policy in the field of preschool education and upbringing are: the Cabinet of Ministers of the Republic of Uzbekistan; the State Inspectorate for quality supervision of education under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter referred to as the State Inspectorate); the Ministry of Preschool Education of the Republic of Uzbekistan; the Ministry of Health of the Republic of Uzbekistan; other bodies of state and economic management having subordinate preschool educational organizations; local government bodies. Bodies and organizations not indicated in the first part of this article shall participate in the implementation of state policy in the field of preschool education and upbringing in accordance with the law. Article 8. Powers of the Cabinet of Ministers of the Republic of Uzbekistan in the field of preschool education and upbringing The Cabinet of Ministers of the Republic of Uzbekistan shall: ensure the implementation of a unified state policy in the field of preschool education and upbringing; provide development, approval and implementation of state programs in the field of preschool education and upbringing; adopt normative legal acts in the field of preschool education and upbringing within the limits of its authority; coordinate the activities of state bodies and other organizations in the field of preschool education and upbringing; determine the procedure for implementing public-private partnerships in the field of preschool education and upbringing; approve the state standard of preschool education and upbringing; establishe the procedure for the creation, reorganization and liquidation of preschool educational organizations; determine the procedure for issuing permissive documents, as well as licenses for activities in the provision of non-governmental educational services (hereinafter - the license) in the field of preschool education and upbringing; determine the procedure for admission of preschool children to state preschool educational organizations. The Cabinet of Ministers of the Republic of Uzbekistan may exercise other powers in accordance with the law. Article 9. Powers of the State Inspectorate in the field of preschool education The State Inspectorate shall: supervise and monitor the quality of the educational process in preschool educational organizations; conduct certification and state accreditation of preschool educational organizations; conduct certification of leading and pedagogical staff of state preschool educational organizations; organize the assignment of qualification categories to teachers of preschool educational organizations; issue non-governmental preschool educational organizations licenses in the field of preschool education and upbringing. The State Inspectorate may also exercise other powers in accordance with the law. Article 10. Powers of the Ministry of Preschool Education of the Republic of Uzbekistan in the field of preschool education and upbringing The Ministry of Preschool Education of the Republic of Uzbekistan shall: implement a unified state policy in the field of preschool education and upbringing; ensure the implementation of legislation on preschool education and upbringing; develop and implement state and other programs in the field of preschool education and upbringing; participate in the development and, within the limits of its authority, adopt regulatory legal acts in the field of preschool education and upbringing; create, reorganize and liquidate state preschool educational organizations; provide methodological guidance for the activities of preschool educational organizations; develop, approve and implement the state educational program of preschool education and upbringing; study, summarize and implement advanced pedagogical technologies in the educational process; organize the provision of state preschool educational organizations with teaching and didactic materials, fiction, developmental games and toys, as well as equipping and strengthening their material and technical base; establish qualification requirements for employees of state preschool educational organizations; provide training, retraining and advanced training of personnel in the field of preschool education and upbringing; provide accounting and analysis of statistical data in the field of preschool education and upbringing; determine the organization of activities of the supervisory board of the state preschool educational organization; carry out and coordinate research and scientific and methodological activities in the field of preschool education and upbringing; provide methodological, advisory and other assistance to child’s legal representatives; take measures to attract investments and grants into the system of preschool education and upbringing, and support existing projects with the participation of foreign investments. The Ministry of Preschool Education of the Republic of Uzbekistan may exercise other powers in accordance with the law. Article 11. Powers of the Ministry of Health of the Republic of Uzbekistan in the field of preschool education and upbringing Ministry of Health of the Republic of Uzbekistan shall: ensure the provision of free qualified medical care to preschool children to the extent guaranteed by the state; ensure the implementation of legislation on preschool education and upbringing within the limits of its authority; determine a set of natural products in a preschool educational organization for a rational and balanced diet that meets the age and physiological needs of the child, together with the Ministry of Preschool Education of the Republic of Uzbekistan; carry out therapeutic, rehabilitation, sanitary and hygienic and preventive measures aimed at improving the health of children with special educational needs; organize a medical examination of employees of preschool educational organizations. The Ministry of Health of the Republic of Uzbekistan may exercise other powers in accordance with the law. Article 12. Powers of state and economic management bodies having subordinate preschool educational organizations Bodies of state and economic management having subordinate preschool educational organizations shall: ensure the implementation of legislation on preschool education and upbringing; develop, approve and implement industry programs in the field of preschool education and upbringing; reorganize and liquidate the state preschool educational organizations under their jurisdiction in coordination with the Ministry of Preschool Education of the Republic of Uzbekistan. Bodies of state and economic management having subordinate preschool educational organizations, may exercise other powers in accordance with the law. Article 13. Powers of local government bodies in the field of preschool education and upbringing Local government bodies shall: ensure the implementation of legislation on preschool education and upbringing; develop, approve and implement territorial programs in the field of preschool education and upbringing; create the necessary conditions for children of preschool age to receive quality preschool education and upbringing; carry out activities in the framework of public-private partnerships in the field of preschool education and upbringing within their powers; contribute to the provision of social protection, the protection of life, health, as well as the protection of the rights and legitimate interests of participants in the educational process and employees of preschool educational organizations; take measures to create favorable conditions for attracting investments in the system of preschool education and upbringing; issue permits in the field of preschool education and upbringing; create, reorganize, liquidate state preschool educational organizations in the relevant territory in coordination with the Ministry of Preschool Education of the Republic of Uzbekistan. Local government bodies may exercise other powers in accordance with the law. Article 14. Participation of citizens, citizens’ self-government bodies, non-governmental non-commercial organizations and other civil society institutions in activities in the field of preschool education and upbringing Citizens, citizens’ self-government bodies, non-governmental non-commercial organizations and other civil society institutions shall: participate in the implementation of state, territorial and other programs in the field of preschool education and upbringing; carry out public control in the field of preschool education and upbringing; take part in carrying out explanatory work among the population, aimed at improving the legal culture of citizens. Citizens, citizens' self-government bodies, non-governmental non-commercial organizations and other civil society institutions may also participate in other activities in the field of preschool education and upbringing. Chapter 3. The system of preschool education and upbringing. Types of preschool educational organizations Article 15. The system of preschool education and upbringing The system of preschool education and upbringing includes: preschool educational organizations; alternative forms of education; research institutions and educational organizations that carry out activities in the field of preschool education and upbringing; government bodies in the field of preschool education and upbringing, as well as their subordinate organizations. Article 16. Status of a preschool educational organization Preschool educational organization can be state and non-governmental. Non-governmental preschool educational organizations can also be created on the basis of public-private partnerships. In the preschool educational organization, the creation and activity of the organizational structures of political parties and religious organizations are not allowed. Article 17. Types of preschool educational organizations Preschool educational organizations are created by the following types: preschool educational organization in a general type; multidisciplinary specialized preschool educational organization; preschool educational organization with inclusive groups; a combined type of preschool educational organization. In the preschool educational organization in a general type, the implementation of the state educational program for preschool education and upbringing in general developmental groups is ensured. The multidisciplinary specialized preschool educational organization ensures the implementation of the state educational program for preschool education for children with physical or mental developmental disabilities. In the preschool educational organization with inclusive groups, equal access is provided to the education and upbringing of children, taking into account their special educational needs and individual capabilities through their integration into a healthy environment. The combined type of preschool educational organization ensures the implementation of the state educational program of preschool education and upbringing, aimed at organizing joint training and upbringing in one organization in separate groups of children with physical or mental developmental disabilities and children without developmental disabilities, as well as inclusive groups. Preschool educational organizations can be created in other types in accordance with the law. Chapter 4. Organization of activities of preschool educational organizations Article 18. Organization of state preschool educational organizations The state preschool educational organization is formed in the form of a legal entity and operates on the basis of the charter. The founders of the state preschool educational organization are: government and economic management bodies; local government bodies. Other state bodies and organizations may be founders of a state preschool educational organization in accordance with the law. Article 19. Organization of non-governmental preschool educational organizations A non-governmental preschool educational organization is formed in the form of a legal entity and operates on the basis of the charter and license in the field of preschool education and upbringing. The founders of a non-governmental preschool educational organization can be legal entities and individuals. Article 20. The provision of educational services by individuals in the field of preschool education and upbringing Individuals registered as an individual entrepreneur provide educational services in the field of preschool education and upbringing in the form of a family non-governmental preschool educational organization. Individuals registered as an individual entrepreneur have the right to provide educational and upbringing services in the field of preschool education and upbringing from the moment they receive a permit document in the field of preschool education and upbringing issued by local government bodies. In the family non-governmental preschool educational organizations, no more than twenty-five children of preschool age may be educated and brought up. Article 21. Licensing of the activities of non-governmental preschool educational organizations A license in the field of preschool education and upbringing is issued after state registration of a legal entity. The issuance, extension of validity, suspension or termination of a license, as well as its cancellation and renewal, are carried out by the State Inspectorate in the manner determined by the Cabinet of Ministers of the Republic of Uzbekistan. Article 22. State accreditation of preschool educational organizations State accreditation of preschool educational organizations is carried out by the State Inspectorate on the basis of certification. State accreditation of preschool educational organizations is carried out once every five years. The procedure for state accreditation of preschool educational organizations is determined by the Cabinet of Ministers of the Republic of Uzbekistan. Article 23. Obligation to form state preschool educational organizations State preschool educational organizations are formed without fail in the event of: the formation of cities, towns and other settlements; construction of residential complexes; increase in the maximum number of preschool children in the relevant territory established by law. When designing and constructing new residential complexes consisting of several multi-apartment buildings or groups of individual residential buildings, it is mandatory to have a preschool educational organization on the first floors of multi-apartment buildings or in the form of a separate building for at least fifty places for every two hundred apartments or individual residential buildings. Article 24. Rights and obligations of a rreschool educational organization The preschool educational organization has the right to: develop their educational program on the basis of the state educational program of preschool education and upbringing; provide additional paid educational services in addition to the state educational program of preschool education on the basis of an agreement concluded with child’s legal representatives; interact with child’s legal representatives regarding education and upbringing. A preschool educational organization may have other rights in accordance with the law. Preschool educational organization is obliged to: ensure the level of preschool education that meets the requirements of the state standard of preschool education and upbringing; create safe conditions for the development, education and upbringing of children; provide advice to child’s legal representatives on issues of his education and upbringing; notify the competent authorities about the facts of a threat to child’s life or health, violation of his/her rights, freedoms and legitimate interests. A preschool educational organization may carry other obligations in accordance with the law. Article 25. Financing the activities of preschool educational organizations Financing of activities of state preschool educational organizations is carried out at the expense of the State budget of the Republic of Uzbekistan, fees for the care, nutrition and supervision of children in preschool educational organizations and other sources not prohibited by law. The activities of non-governmental preschool educational organizations are financed at the expense of their founders and other sources not prohibited by law. The state preschool educational organization is entitled to provide paid educational services in addition to the state educational program of preschool education on the basis of an agreement concluded with child’s legal representatives. Article 26. Preschool Education Development Fund under the Ministry of Preschool Education of the Republic of Uzbekistan In order to strengthen the material and technical base of preschool educational organizations and attract qualified specialists to the Ministry of Preschool Education of the Republic of Uzbekistan, the Preschool Education Development Fund is functioning. The sources of the formation of the funds of the Preschool Education Development Fund are: funds of the republican budget of the Republic of Uzbekistan; 100 percent of funds from the sale of unused real estate of state preschool educational organizations; 50 percent of illegal expenditures of budgetary funds, theft, embezzlement, shortfalls identified by the internal audit services of the Ministry of Preschool Education of the Republic of Uzbekistan based on the results of inspections of the activities of institutions and organizations included in its structure and recovered from the state budget of the Republic of Uzbekistan, state trust funds and extrabudgetary funds; income received from the placement of temporarily free funds of the Preschool Education Development Fund; charitable donations of individuals and legal entities, including non-residents of the Republic of Uzbekistan; credits (loans), grants and technical assistance funds of international financial organizations, foreign countries and other donors; other sources not prohibited by law. The funds of the Preschool Education Development Fund are spent on: expanding the network of preschool educational organizations with their inclusion in the address lists of construction sites; material incentives for employees of bodies and organizations of the system of preschool education and upbringing; hiring highly qualified specialists, including foreign ones, to work at the Ministry of Preschool Education of the Republic of Uzbekistan on the basis of civil-legal contracts; involvement as consultants within the scope of the tasks and functions assigned to the Ministry of Preschool Education of the Republic of Uzbekistan by specialists and experts of state bodies and organizations, design institutes, scientific institutions and higher educational organizations, international and foreign organizations; organization of training, retraining and advanced training of employees of the Ministry of Preschool Education of the Republic of Uzbekistan, including outside the Republic of Uzbekistan; equipping and repairing the buildings of the Ministry of Preschool Education of the Republic of Uzbekistan, the Ministry of Preschool Education of the Republic of Karakalpakstan, the departments of preschool education of the regions and the Main Department of Preschool Education of the city of Tashkent, district (city) departments of preschool education and state preschool educational organizations; introduction of advanced pedagogical and information technologies into the educational process, as well as other activities aimed at improving the activities of the Ministry of Preschool Education of the Republic of Uzbekistan. The funds of the Preschool Education Development Fund may be spent on other purposes in accordance with the law. Article 27. Information system for the management of preschool education The Ministry of Preschool Education of the Republic of Uzbekistan ensures the creation and functioning of the Preschool Education Management Information System, which allows the collection, storage, retrieval, processing and use of information. The entry of information about a preschool educational organization into the Preschool Education Management Information System is mandatory for all preschool educational organizations. The leaders of preschool educational organizations are personally responsible for the accuracy of the information entered in the Preschool Education Management Information System. The list of information entered into the Preschool Education Management Information System is determined by the Ministry of Preschool Education of the Republic of Uzbekistan. Chapter 5. Organization of the educational process in preschool educational organizations Article 28. The state standard of preschool education and upbringing The state standard of preschool education and upbringing is mandatory for all preschool educational organizations. The state standard of preschool education and upbringing is reviewed at least once every five years. The state standard of preschool education and upbringing is necessarily taken into account when developing the state educational program for preschool education and upbringing, teaching aids, methodological recommendations in the field of preschool education and upbringing of preschool children, as well as in the design, construction, equipment and organization of activities of preschool educational institutions. Article 29. State educational program of preschool education and upbringing The state educational program of preschool education and upbringing ensures the organization of the educational process aimed at child’s full comprehensive development child. The state educational program of preschool education and upbringing should provide: child’s cognitive and intellectual development; interaction with child’s legal representatives; familiarization of children with national and universal values, customs and traditions of nations and nationalities living in the Republic of Uzbekistan; child’s social adaptation; conducting corrective-pedagogical and medical-psychological work with children with special educational needs; preparing children for general secondary education. Obtaining preschool education and upbringing by children in need of correction of violations in physical and (or) mental development and rehabilitation is carried out according to individual plans developed on the basis of the state educational program of preschool education and upbringing. Article 30. Education language The Education language in preschool educational organizations is determined in accordance with the Law of the Republic of Uzbekistan “On state language”. Article 31. Work schedule of preschool educational organizations The academic year in preschool educational organizations includes the period from September 2 of the current year to May 31 of the next year, the summer recreation period from June 1 to August 31 of the current year. Depending on the length of stay of children, groups in preschool educational organizations can be: with short-term (3-4 hours a day) stay of children; full day (9, 10.5 and 12 hours a day); with round-the-clock stay of children. In groups of preschool educational organizations with a duration of stay of children: 3-4 hours — daytime sleep is not organized and a single meal can be organized; 9-10.5 hours — a triple meal should be organized and conditions created for daytime sleep; 12 hours — four meals should be organized and conditions created for daytime sleep. In groups of preschool educational organizations with round-the-clock stay of children, conditions must be created for organizing day and night sleep and five meals a day. The recommended maximum duration of continuous wakefulness for children aged three to seven years is 5.5 to 6 hours. The recommended total duration of daily sleep for children aged three to seven years is 12 — 12.5 hours, of which 2 — 2.5 hours are recommended to be allocated for daytime sleep. The operating mode of a preschool educational organization and the length of stay of children in it are determined by its charter. Chapter 6. Periods of preschool age. Admission and departure of children from preschool educational organizations Article 32. Preschool age and its periods Preschool age is a fundamental period of the physical, psychological and social development of a child’s personality. Preschool age includes the following periods: infancy (from birth to one year); early childhood (from one to three years); younger preschool age (from three to four years); average preschool age (from four to five years); senior preschool age (from five to seven years). Article 33. Admission and departure of children to preschool educational organizations Admission of children to state preschool educational organizations in a general type is carried out in the manner determined by the Cabinet of Ministers of the Republic of Uzbekistan. Admission of children to state multidisciplinary specialized preschool educational organizations and groups for children with physical or mental disabilities in the development of combined preschool educational institutions is based on the conclusion of the medical-psychological-pedagogical commission under the Ministry of Preschool Education of the Republic of Karakalpakstan, departments of preschool education of the regions and the Main department of preschool education of the city of Tashkent with the consent of child’s legal representatives. Admission and departure of children to non-governmental preschool educational organizations is carried out in accordance with the charter of the non-governmental preschool educational organization. Article 34. Filling of groups of a preschool educational organization The group is a structural unit of a preschool educational organization. Groups in a preschool educational organization can be filled by categories related to age or categories not related to age. In the case of filling groups by age categories, the following age categories are determined: early development group (from one to three years); younger group (from three to four years); middle group (from four to five years); senior group (from five to six years); preschool training group (from six to seven years). The filling of groups of preschool educational organizations and the transfer of children from one group to another is carried out annually before the start of the school year. In state preschool educational organizations in a general type, the filling of groups is, respectively: in groups for children aged three to seven years — no more than thirty children; in groups with short-term stay of children — no more than thirty children; in groups of different ages — no more than twenty-five children; in groups with round-the-clock stay of children — no more than ten children. If at the location of the state preschool educational organization the number of preschool children who want to attend the state preschool educational organization does not reach twenty children and there is no other state preschool educational organization in this area, organization of small groups in coordination with the Ministry of Preschool Education of the Republic of Uzbekistan is allowed. It is allowed to organize groups with exceeding the maximum number of filling in agreement with the Ministry of Preschool Education of the Republic of Uzbekistan. The order of filling of groups in non-governmental preschool educational organizations is determined by their founder, taking into account the sanitary and hygienic requirements for the content, arrangement and organization of the working hours of preschool educational organizations. In a multidisciplinary specialized preschool educational organization for children with physical or mental disabilities in development, the filling of the groups is, respectively: in groups for children with severe speech impairment — no more than twelve children; in groups for deaf children — no more than ten children; in groups for hearing impaired children — no more than twelve children; in groups for blind children — no more than ten children; in groups for visually impaired children — no more than twelve children; in groups for children with a violation of the musculoskeletal system — no more than eighteen children; in groups for children with the consequences of hemiparesis, monoparesis, plegia — not more than twelve children; in groups for children with consequences of cerebral palsy syndrome — not more than ten children; in groups for children with intellectual disabilities with mild mental retardation — not more than twelve children, with a moderate or moderate degree — not more than ten children; in groups for children with autism older than three years — no more than ten children; in groups for children with mental retardation older than three years — no more than twelve children; in groups for children with complex defects (two or more defects) — no more than ten children. In a preschool educational organization with inclusive groups, the filling of the groups is, respectively: 1) in groups for children under the age of three years — no more than twenty-five children, including no more than three children aged two to three years with physical or mental developmental disabilities; 2) in groups for children over the age of three: no more than twenty-five children, including no more than three children with physical or mental disabilities in development (visually impaired or hard of hearing or with disorders of the musculoskeletal system); no more than twenty-five children, including no more than two children with physical or mental disabilities in development (with amblyopia of vision, strabismus, or severe speech impairment or autism); no more than twenty-five children, including no more than three children with severe speech impairment; no more than twenty-five children, including no more than three children with mental retardation. In a combined type of preschool educational organization, the filling of groups for children with physical or mental developmental disabilities is, respectively: in groups for deaf children - not more than ten children; in groups for hearing impaired children — not more than twelve children; in groups for blind children — not more than ten children; in groups for visually impaired children — no more than twelve children; in groups for children with a violation of the musculoskeletal system — no more than eighteen children; in groups for children with the consequences of hemiparesis, monoparesis, plegia — not more than twelve children; in groups for children with consequences of cerebral palsy syndrome — not more than ten children; in groups for children with autism older than three years — no more than ten children; in groups for children with complex defects (two or more defects) — no more than ten children. Article 35. Payment for the care, nutrition and supervision of children in preschool educational organizations Payment for the care, nutrition and supervision of children in state preschool educational institutions is carried out in the amounts established by law. A non-governmental preschool educational organization independently determines the cost of the preschool educational and upbringing services provided by it, with the exception of cases provided by law. Payment for the care, nutrition and supervision of children from families in need of social support is carried out on preferential terms in the amounts established by law. Chapter 7. Participants in the educational process in preschool educational organizations, their rights and obligations Article 36. Participants in the educational process in preschool educational organizations The participants in the educational process in preschool educational organizations are: preschool children; child’s legal representatives; teaching staff. The relationship of the preschool educational organization with the participants in the educational process is regulated by the contract. Article 37. Rights of preschool children Preschool children are entitled to: free medical care to the extent guaranteed by the state; safe health conditions for training and education; maintaining a healthy lifestyle, protection from any form of forced labor, physical and psychological violence, humiliation of their honor and dignity; protection from information harmful to their health; obtaining compulsory one-year preparation for general secondary education. Preschool children may have other rights in accordance with the law. Article 38. Rights and obligations of child’s legal representatives Child’s legal representatives have the right to: protect child’s rights and legitimate interests; choose for their child the forms of preschool education and the education language; demand from the administration of preschool educational organizations the provision of the necessary conditions stipulated by the legislation on preschool education and upbringing; apply to state bodies for development, preschool education and upbringing of preschool children; demand respect for a child; take part in the organization of the educational process in the preschool educational organization; elect and be elected to the supervisory board of a state preschool educational organization. Child’s legal representatives may have other rights in accordance with the law and the contract. Child’s legal representatives must: take care of child’s physical health, mental state, create the right conditions for the development of his natural talents, inclinations and abilities; assist the child in getting preschool education and upbringing in preschool educational organizations or ensure his upbringing and education in the family; respect the honor, dignity and business reputation of other participants in the educational process in preschool educational organizations; educate children in the spirit of love for the motherland, respect for work, national, historical, cultural values of their people, as well as for universal values, respect for the environment; provide the necessary conditions for child’s comprehensive development, upbringing and education in the family. Child’s legal representatives may also bear other obligations in accordance with the law. Responsibility for receiving children one year prior to their admission to general secondary education institutions for compulsory one-year preparation for general secondary education rests with their legal representatives.
