2.2 Problems of youthentrepreneurship and ways to overcome them
The development of modern entrepreneurship is characterized by such an aspect as the active inclusion of such a social group as young people in this process. The presence of youth entrepreneurship in society, as well as the level of its use and potential, affect the pace of economic growth, the scale of investment, etc.On the basis of this, the problems of employment, self-determination and social protection of young people are significantly aggravated.
Small businesses are an integral part of the country's highly developed economy. It takes on a number of functions that allow the economy to improve. First, small businesses provide a large number of jobs, while large enterprises conduct mechanization of production, which contributes to reducing the number of employees. Secondly, small businesses are able to respond quickly to changes in the external environment, including demand. In addition, innovation is usually implemented in small businesses.
Currently, a large number of laws, decrees, orders, and resolutions are being adopted thatsupport small business, but there are still a number of problems that hinder its development, both typical for Turkmen entrepreneurship and specific ones, for example:
a) lack of experience (young people often have no experience not only as entrepreneurs, but also in the profession related to business);
b) lack of a financial base and certain difficulties in attracting investments to their own business (as a rule, young people do not yet have their own savings that could act as start-up capital, and banks are reluctant to approve loans to young borrowers, considering them unreliable: the minimum age for borrowers is 21-22 years);
c) lack of education (the current education system does not provide for obtaining knowledge about entrepreneurship).
Factors that delay the development of youth entrepreneurship in Turkmenistaninclude:
a) social attitudes (the entrepreneurial spirit among young people is not sufficiently expressed, many prefer stability rather than risk);
b) the perception of entrepreneurial activity by the mass consciousness (althoughthe perception of entrepreneurs as "speculators" is not as typical for young people as for the adult generation, but the assessment of entrepreneurial activity as a way to overcome difficulties, and not to achieve success, is widespread);
c) lack of awareness among young people about organizations that support youth entrepreneurship.
In addition, Turkmenistan is currently facing a rather difficult situation in terms of setting up and supporting small businesses:
a) a complex system of Turkmen taxation;
b) those who have problems finding funds for the organization and development of small and medium-sized businesses;
c) poorly developed markets for business services;
d) and organized crime on small and medium-sized businesses.
Despite some success in supporting small and medium-sized businesses, problems remain in Turkmenistan that hinder the successful and rapid development of the system that supports youthentrepreneurship. These include:
a) the lack of funding from the Statenecessary for the spread and destructive impact of corruption on the maintenance of certain infrastructure;
b) weak financing of projects at the initial stage of their development, due to difficulties in obtaining subsidies and loans;
c) lack of connections among large companies and small innovative enterprises, etc.
In Turkmenistan, youth entrepreneurship should receive a kind of support from all sides, starting from the state level. The main tool can be the creation of a special infrastructure that will be aimed at the development of small and medium-sized businesses, including youth entrepreneurship. But at present, one of the serious problems of providing effective assistance to youth businesses is the lack of infrastructure facilities,
providing activities to support such enterprises. In contrast
from small businesses, large ones often form their own infrastructure facilities, suchas training and recruitment centers, marketing services, legal support, engineering networks, and create social facilities to improve the quality of their employees ' work. To increase the competitiveness of their products or services, small business representatives should be able to receive comprehensive support at the stages of formation and development of their business. Such support is offered by CRMP (Center for the Development of Youth Entrepreneurship.
