2.2.2.Consortium management and decision-making
Decision-making is very important to project management.
For this, it is appropriate to establish an Online office of Project Management.
It is envisaged that this council will perform the following functions:
Supportive function
- provides consultations on the preparation of project documents and their formation;
- organizes trainings on scientific and theoretical problems of the project;
- standardizes the finished parts of the project.
Control
- checking the compliance of the project with the established standards;
- revision of the work procedure from the point of view of relevance;
- acting as a project supervisor.
Referral
Directly oversees projects by providing management services to ensure timely completion of project milestones;
Act as a central project management resource for the organization.
The consortium consists of a chairman and an even number of key board members.
The issues to be discussed will be announced on the agenda one working day before the consortium meeting.
One of the members (stakeholder or victim) will make a report on the issue. After the discussion process, the most suitable solutions are voted on.
The matter put to the vote will be approved if approved by more than 50% of the members of the Consortium. If one or more of the consortium members are absent, additional members are involved as a deciding vote.
The expert from EU university recommended by more experienced EACEA will be invited as external expert to annual meeting twice during the project life cycle, which gives conclusive quality judgment aimed at the assessment of the project and its final results in terms of efficiency and effectiveness. External QA reports will be generated at the end of each project year and will be reviewed by the main coordinator - ? and the Steering Committee in annual meetings. External evaluation may also be the starting point for the planning of future activities.

Experts of National Erasmus+ Offices (NEO) in Uzbekistan or\and in Kazakhstan will also be invited to participate in the evaluation of the project as external experts in each semester meeting and to give external opinions on project progress.
