Administration Course acquaints students with foundations of local self-government and local administration. Such knowledge is necessary for the successful study of other legal courses provided for in the curriculum, as well as an obligatory prerequisite for execution of civil servants' functions in the Public Administration.
government and Local Administration Course provides students with knowledge about the administrative-territorial division of the Republic of Bulgaria and the essence and forms of local self-government. Issues concerning the election and powers of the Municipal Council and the mayors are discussed. Special attention is given to issues concerning municipal property and budget and the forms for performance of economic activity by the municipalities. The forms of direct participation of citizens in local self-government are also considered.

The course gives a basis to study other managerial sciences such as human resource management. Organizational behavior is a chance to develop „soft skills” for effective communication and self-awareness. This kind of knowledge and competence could help students in their professional flexible realization in complex situations.

AIMS OF THE COURSE: It aims to introduce students to the regulations bringing together the states of Europe in the European Union / acquis communautaire /. The Law of the EU is a tertiary type of legal system, which is integrated in the legal systems of the member countries, and which students in Public Administration should be familiar with and implement in the functioning of the bodies and institutions in Bulgaria and the European Union itself.
“Public Administration”. It deals with issues related to the essence, subject matter, system, sources and principles of EU law, the institutional system, the competencies of the bodies and institutions, the organisation, composition, functions, jurisdiction and powers of the European Court of Justice, the legislative process, the statutes of institutions /derivative law/, basic rights in the EU, the legal basis and the legal expression of the Common Market, the joint and other policies and cooperation in the EU, the legal protection of intellectual property in the EU, requirements for joining the EU, main issues related to the Bulgarian membership in the EU. The theoretical part of the course includes basic modern methods and techniques used in developed countries and especially in EU member countries. The practical part of the course includes examples from the practice of the EU institutions, decisions of the European Court of Justice, case studies, problem-solving, etc., which illustrate the real application of the Law of the EU.

Internal audit is of a great importance for public organizations, because it influences their effective performance. DESCRIPTION OF THE COURSE: Internal Audit in Public Administration course is a basic course for the students of “Public Administration” specialty in the Faculty of Management, TU- Sofia. The main topics of the course concern the nature and the tasks of internal audit. The stages of internal audit and the different model of internal control, such as COSO, CoCo, COBIT are included in the course too. The contemporary practices for applying internal audit in national and foreign public organizations are included in the topics of the course. It analyses the structure and content of political history from the viewpoint of the main connections between the political events (structures, organisations and processes) and the other material and spiritual forms of public life: economy, religion, the arts, morals, etc. On these grounds, a scientific methodology has been formed for analysis of the contemporary dimensions and trends in political life, and scientifically grounded practical approaches are sought towards the problems of modern liberal democracy, of the totalitarian and traditional societies, globalisation, religious fundamentalism, international terrorism, etc. PREREQUISTES: The study of Philosophy of Politics is preconditioned by training in Philosophy and History at high school, as well as by studying the Fundamentals of Law, Sociology and Macro Economics taught during the earlier semesters on the syllabus of this specialty.

Students have to understand the role of the human resources as a key factor for the organisational results, to be conscious of the particularities determining their behavior and to be able to make good decisions of the problems related to the personnel. DESCRIPTION OF THE COURSE: The subject considers the problems related to the personnel objectives and activities, strategies and policy; factors determining organisational behaviour; approaches to planning and employee resourcing, recruitment and selection of staff, training and development, reward management, healthy and safety working conditions, employee relations and personnel administration.
