A number of national and international organisations
have developed training approaches that have been very
effective in building entrepreneurial capacity. Some well-
known examples are the ILO “Start and Improve Your
Business” (SIYB) Programme; the GTZ “Competency
based Economies for Formation of Enterprise” (CEFE)
Programme and the “Entrepreneurship Development
Programme” (EDP), originally developed in India and
replicated later in a large number of countries. Some
countries have made significant adaptations to these
