1.1.6 Approval of RNAV systems for RNAV-X flight.
The installed RNAV system must meet a number of basic performance requirements set out in the navigation specification, which defines the criteria for accuracy, integrity and continuity. It must also meet a number of specific functional requirements, have a navigation database, and ensure that each specific end-of-path indicator is used, as required by the navigation specification.
For a multi-sensor RNAV system, an assessment should be made of which sensors meet the performance requirements specified in the navigation specification.
The navigation specification generally specifies whether one or two systems should be installed to meet operational availability and/or continuity requirements. When deciding whether to install one or two systems, the concept of airspace and the navigation infrastructure are key elements.
The aircraft must be equipped with an RNAV system that allows the flight crew to perform the flight in accordance with the operational criteria defined in the navigation specification.
The authority responsible for approving flight operations is the State of the operator.
The competent authority should ensure that the operational programs are adequate. Staff training programs and flight manuals should be evaluated.
The operational approval process primarily assumes that the appropriate installation/airworthiness approval has been obtained.
During the flight, the crew must comply with any restrictions specified in the RLE and in the annexes to the RLE.
The navigation specification contains the procedure for operating in a normal situation, including all necessary actions that the crew must take during the pre-flight planning, before the start of the scheme and during the execution of the scheme.
The navigation specification contains the procedure for dealing with an emergency situation, including all actions that the crew must take in the event of a failure of the onboard RNAV system and in the event of the system's inability to perform the prescribed performance monitoring and warning functions on board.
The operator should have a system in place to investigate safety-related events in order to determine their source (coded scheme, accuracy problem, etc.).
The Minimum Equipment List (MEL) should indicate the minimum equipment required to support this navigation application process.
