the urgent and vulnerability of the resources and the serious consequences of climate change. Because in
recent years, tourism has become a robust industry globally, and its primary resources are generally divided
into natural and cultural.
The development of mass tourism has led to a decline in attention to the environment, nature, water
pollution, excessive noise, indigenous people's quality of life, and neglect of their traditions, culture, and
religion (Kostić and Tončev, 2014). UNWTO (2021) defines sustainable tourism as: "Tourism that takes
full account of its current and future economic, social and environmental impacts, addressing the needs of
visitors, the industry, the environment and host communities". From this point, it can be stated that
sustainable tourism aims to meet tourists’ and locals' needs through limited resources.
The abovementioned numbers show the importance of tourism in the historic centre of Bukhara and
its significance in the economic and social life of the region. As Bukhara has a great number of resources
cultural tourism may because become as the leading sector of service sphere. Therefore, there is a great
opportunity for planners to combine and enhance heritage, providers and local community in order to boost
sustainable development. By establishment of SDG we can guarantee for local people decent work and
considerable economic volume for local retailers and handicrafts. Raising flow of tourists provide even
permanent benefit stakeholders like hotels, restaurants, museums, guides and etc. However, we have gap
between quality of ads materials of region and expectations or preferences of tourists. There are a few
materials created by DMO (Destination marketing organization) and although they have a little number of
view on the internet or social media. In relation to the information given by the Tourism and cultural
heritage department of Bukhara even it is useful for group tours however there is lack of open access
information which reduce the opportunity for incoming independent tourists. The problems are in the
integration between government and stakeholders. There is a little delineation for SDG and examples.
Following to global sustainable development principles there were done some actions in order to keep
communication with attenders. For instance, the national website of Uzbekistan (http://nsdg.stat.uz) shows
the current situation of 100 indicators of SDG implementation in Uzbekistan . Moreover, some ministries
official websites offer information about SDG.
Cultural tourism is a crucial motivation to international tourism, with a share of more than 40%,
according to UNWTO (2018). Moreover, cultural tourism is one of the suitable types of tourism, where
visitors intend to support the preservation of the local cultural heritage and the economy with high spending
(Richards, 2001).
However, tourism is considered as a big potential source of profit, it causes serious problems such
as overcrowding, cultural appropriation and the loss of authenticity among others. Tourism brings money
and jobs to cities and regions, but it can also damage residents’ day-to-day lives, as well as the area’s culture
and heritage. Sustainable cultural tourism offers a new perspective, as it places cultural heritage and local
communities at the centre of decision-making processes (EU commission[14]). Involving local
communities and other stakeholders in the decision-making processes is key to ensuring results benefit both
cultural heritage and the local population. The objective of sustainable cultural tourism is to ensure good
conservation practices along with authentic interpretation that supports the local economy. Through strong
communication (integration) of stakeholders (private and government sector) and local community is key
in sustainable tourism principles consideration which include, among other matters, cultural and natural
resources preservation, seasonality reduction and transport impact mitigation as well as other
socioeconomic aspects such as local producer’s promotion, quality of job improvement or to enhance
wellbeing of regions by accessible tourism consideration. (Commission Communication, 2007). Principles
for implementation of efficient commination must be filled by the next: a) integration of idea of
sustainability anywhere like not just as a goal but as an ongoing process, clear and understandable
communication (explanation through storytelling) showing on ads or websites of tourist companies
meaning of SDG by pillars, sustainability is not just environmental and climate protection but it is social
and economic issue also (investment requires additionally interest of people to their history) avoid
stereotypes and be unique.
Uzbekistan, in particular, the area located in the ancient cities of the Silk Road, such as the Bukhara
region where most of its heritage is included in the UNESCO World Heritage List, are the leading
destinations for many visits. The historic centre of Bukhara is also an ancient centre on the Silk Road and
was designated as a UNESCO World Heritage Site in 1993. The centre has 264 historic buildings, tangible
cultural heritage and tourism resources from different periods (9
th
-18
th
centuries).
Regarding, Cultural tourism at the historic centre of Bukhara contains 264 heritage buildings
according to the Bukhara regional department of cultural heritage. According to the Ministry of Tourism
and cultural heritage of the Republic of Uzbekistan (2021), Bukhara has 393 accommodation facilities (226
