energy-efficient appliances is cost-effective to the public

housing agency.

grated strategy to reduce utility expenses through cost-effec-

tive energy conservation and efficiency measures, design
5
and construction in public and assisted housing.

.—The Secretary of

Housing and Urban Development shall create an office at
8
the Department of Housing and Urban Development for
9
utility management, energy efficiency, and conservation,
10
with responsibility for implementing the strategy developed
11
under this section, including development of a centralized
12
database that monitors public housing energy usage, and
13
development of energy reduction goals and incentives for
14
public housing agencies. The Secretary shall submit an an-
15
nual report to Congress on the strategy.

Subtitle E—Rural and Remote
17
Communities
18
SEC. 941. SHORT TITLE.
19
This subtitle may be cited as the ‘‘Rural and Remote
20
Community Fairness Act’’.
21
SEC. 942. FINDINGS AND PURPOSE.
22
(a) F
INDINGS
.—The Congress finds that—
23
(1) a modern infrastructure, including energy-ef-
24
ficient housing, electricity, telecommunications, bulk
25
fuel, wastewater and potable water service, is a nec-
26

essary ingredient of a modern society and develop-
1
ment of a prosperous economy;
2
(2) the Nation’s rural and remote communities
3
face critical social, economic and environmental prob-
4
lems, arising in significant measure from the high
5
cost of infrastructure development in sparsely popu-
6
lated and remote areas, that are not adequately ad-
7
dressed by existing Federal assistance programs;
8
(3) in the past, Federal assistance has been in-
9
strumental in establishing electric and other utility
10
service in many developing regions of the Nation, and
11
that Federal assistance continues to be appropriate to
12
ensure that electric and other utility systems in rural
13
areas conform with modern standards of safety, reli-
14
ability, efficiency and environmental protection; and
15
(4) the future welfare of the Nation and the well-
16
being of its citizens depend on the establishment and
17
maintenance of viable rural and remote communities
18
as social, economic and political entities.
19
(b) P
URPOSE
.—The purpose of this subtitle is the de-
20
velopment and maintenance of viable rural and remote
21
communities through the provision of efficient housing, and
22
reasonably priced and environmentally sound energy,
23
water, wastewater, and bulk fuel, telecommunications and
24
utility services to those communities that do not have those
25

services or who currently bear costs of those services that

are significantly above the national average.

SEC. 943. DEFINITIONS.
3
As used in this subtitle:
4
(1) The term ‘‘unit of general local government’’
5
means any city, county, town, township, parish, vil-
6
lage, borough (organized or unorganized) or other
7
general purpose political subdivision of a State,
8
Guam, the Commonwealth of the Northern Mariana
9
Islands, Puerto Rico, the Republic of the Marshall Is-
10
lands, the Federated States of Micronesia, the Repub-
11
lic of Palau, the Virgin Islands, and American
12
Samoa, a combination of such political subdivisions
13
that is recognized by the Secretary; and the District
14
of Columbia; or any other appropriate organization
15
of citizens of a rural and remote community that the
16
Secretary may identify.
17
(2) The term ‘‘population’’ means total resident
18
population based on data compiled by the United
19
States Bureau of the Census and referable to the same
20
point or period in time.
21
(3) The term ‘‘Native American group’’ means
22
any Indian tribe, band, group, and nation, including
23
Alaska Indians, Aleuts, and Eskimos, and any Alas-
24
kan Native village, of the United States, which is con-
