The preliminary plans for Garrett Park Elementary School modernization project were developed based on the educational 

specifications prepared by Montgomery County Public Schools (MCPS). The proposed plans went through a series of design review 

meetings with members of the Facility Advisory Committee. As a result of those meetings, the proposed plans presented herein were 

modified and evaluated in accordance with the suggestions and recommendations of the committee.

Educational Program Objectives

 

 



The purpose of this project is to modernize the existing Garrett Park Elementary School and to provide program spaces for 

kindergarten and grades 1 through 5 when the project is completed in January 2012. The classroom addition recently completed in 

2006 will be retained and the existing building constructed from the early 1950’s to 1992 will be demolished to construct a new 

replacement building. The modernized facility will be in full compliance with the Americans with Disabilities Act (ADA). 

 

The proposed new replacement building will be designed for a capacity of 662 students. The core is being designed for 740, with four 



classrooms masterplanned for future construction to meet that capacity. The design will encourage a flexible approach that 

accommodates the educational programs and maximum connectivity to the surrounding physical environment. Each instructional area 

will have adequate learning space, work areas, restrooms, and storage facilities. Following are some of the key elements of the project: 

 

 



•  Retain the addition constructed in 2006 and connect to the new building 

 

•  Administrative suite located adjacent to the identifiable main entrance 



 

•  Gymnasium and multi-purpose room accessible to the school and community for after-hour use 

 

•  Safer on-site vehicular access with a student drop-off loop separated from the bus loop 



 

•  Public spaces grouped together and separated from the instructional classroom spaces 

 

•  Master plan four-classroom addition for future expansion

Site Design 

 

Site Surroundings

The school site is approximately 4.3 acres located adjacent to a park owned by Maryland-National Capital Park and Planning 



Commission (M-NCPPC) in the Garrett Park Estates subdivision in Garrett Park, Maryland. The school site is bordered to the north 

and west by Holy Cross Catholic Church, School and Academy; on the northwest by the M-NCPPC site that includes the Garrett Park 

Nursery School; on the east by single-family residential dwellings on Kenilworth Avenue; and on the south by M-NCPPC athletic 

fields.  The school has a single point of vehicular/pedestrian access from Oxford Street. 



 

Site Features: 

The school property is an L-shaped site that slopes from front to back of the school with approximately 14 feet of elevation 

differential from the high to low points. Mature trees along the property line and throughout the site will be retained as much as 

possible and supplemented with additional landscape plantings to enhance the school grounds. The proposed site plan replaces the 

original building constructed from the early 1950’s to 1992 while retaining the recent addition constructed in 2006 in its current 

location. The paved and soft play areas will be located at the rear of the site, partially on the park fields with consent from M-NCPPC. 

The exterior lighting will be designed to shield adjacent residences from intrusive glare while maintaining light levels for safety and 

security purposes. 

   

On-Site Traffic: 

Retaining the existing street access from Oxford Street, the student drop-off loop will be completely separated from the bus loop with 

parking spaces for approximately 69 vehicles. The bus loop will accommodate staging area for approximately nine buses. The on-site 

sidewalk system will be connected to the existing neighborhood sidewalk and provide safe routes for pedestrians. 

 

Utilities: 

All existing utilities, including water, sewer, gas, and electric services will be upgraded to support the needs of the new building. 

 

Storm-water Management System: 

The existing storm-water management system will be expanded and supplemented with additional underground structures to provide 

quantity and quality measures on site.

Building Design 

 

General Description: 

The proposed new replacement building, designed to meet MCPS educational specifications, is a two-story, steel-framed structure 

with brick veneer and masonry interior walls.  The existing 2006 two-story stand-alone addition will remain and be integrated into the 

new building plan.  The new replacement building will create a centralized main entrance, responding to the bus and student drop-off 

loops.  The administration suite will be located between the two drop-off loops, allowing supervision of the main entrance and the 

vehicles arriving on site.  The multi-purpose room, gymnasium, and art and music rooms will be accessed from a central corridor in 

the main lobby and from a rear entrance.  The instructional media center will be located on the second level, adjacent to the upper 

lobby and easily accessed from the main entrance to the school. 

 

The academic classrooms are clustered on both floors.  Kindergarten and Grade 1 will be on the first level, which exits on-grade to 



both the front and rear of the building.  The remainder of the classrooms will be on the second level organized on two corridors. 

  

Technology: 

The classrooms will be designed to support interactive educational technology that includes controlled wireless computer access. 

Individual classrooms are designed to provide a student seating arrangement that can be organized into small groups for project-

oriented teaching or students can face the teacher in a traditional lecture method. 

 

Code Compliance/Accessibility: 

All areas in the proposed new replacement building will be designed to meet national and local building codes including fire, safety, 

accessibility and health standards.  

 

Sustainable Design Intent: 

The project will be registered and certified for Silver or higher rating in conformance with the Leadership in Energy and 

Environmental Design (LEED) through the United States Green Building Council (USGBC).

Mechanical Systems 

 

Heating Ventilation and Air-Conditioning (HVAC) System: 

The proposed new replacement building will be heated and air-conditioned by a two-pipe hydronic heat pump (HHP) system. The 

HHP system will consist of individual vertical water-cooled units for each classroom with auxiliary heating provided by high-

efficiency modular condensing type gas-fired hot water boilers. Auxiliary cooling will be provided by a plate heat exchanger with a 

cooling tower. The ventilation for the classrooms will be provided by a HHP integrated energy-recovery unit mounted on the roof. 

 

Plumbing System: 

All plumbing fixtures will comply with the Americans with Disabilities Act (ADA) requirements and the Washington Suburban 

Sanitary Commission (WSSC) Plumbing Code and Regulations. 

 

Fire Protection System: 

The proposed new replacement building will be fully sprinklered with a wet system complying with the National Fire Protection 

Association code (NFPA 13) and will be provided with a voice-annunciated fire alarm system. 

 

Energy Management Statement: 

A primary design factor is the conservation of energy. The importance and consideration placed on the energy conservation are 

reflected in the configuration and orientation of the building, the selection of materials, and the mechanical/electrical systems utilized. 

A direct digital automatic temperature control system will be provided to monitor and control all new HVAC equipment from central 

building management system. The proposed new replacement building will be designed to exceed ASHRAE 90.1-2001 energy 

requirements and International Building Code (IBC) Basic Energy Conservation codes as well as Montgomery County energy 

conservation codes. The design will incorporate the ANSI/ASHRAE/IES Energy Efficient Design for New Buildings.

Electrical Systems 

 

Electrical Power and Lighting System: 

The proposed new replacement building will receive a new 277/480 volt, 3-phase 4-wire electrical service to support the operation of 

the building. The building will also have emergency power provided by a natural gas-fueled generator to handle fire alarm, emergency 

lighting, telecommunications, kitchen freezer and cooler as well as the energy recovery units that provide freeze protection. Lighting 

will be energy efficient 2X4 fluorescent fixtures in common areas, with direct and indirect pendant type lighting fixtures in the 

classrooms. 

 

Public Address System: 

The proposed new replacement building will have a new public address system in accordance with MCPS Design Guidelines. Each 

classroom will have speakers and call-back switches. The corridors and restrooms have speakers only. 

 

Fire Alarm System: 

The proposed new replacement building will have a new addressable, voice evacuation fire alarm system, which will be sized to 

accommodate expansion for future temporary classrooms and the master planned future addition. 

 

Security System: 

The proposed new replacement building will include a visitor management system that will provide office staff the ability to monitor 

and control visitor access to the school building. The visitor management system will include a computer-based visitor sign-in system 

that will monitor and track all visitors to the school building. The new facility will also have a building security system consisting of 

motion and contact sensors at all exterior doors that will be monitored by the MCPS Department of Safety and Security.

Technology Infrastructure: 

The proposed new replacement building will be equipped with data, voice/voice-over-internet-protocol (VoIP), video, and wireless 

access systems. The network system design will include outlet boxes, conduits, surface raceways, conduit sleeves, and properly sized 

telecommunication closets for the installation of the low voltage systems. The infrastructure design will consist of a fiber-optic 

backbone cable system with a category 5E UTP cable for station drop connectivity, supporting switched 10/100/1,000 Mbps Ethernet. 

With the improved switching systems, these systems will have the capability of providing a gigabyte Ethernet system with provisions 

to accommodate future changes in technology. For video distribution, a 1,000 MHz, bi-directional, broadband distribution system with 

coax trunk cable and RG-6 quad-shielded coax drop cable will be utilized. The system allows full cable spectrum to every part of the 

building with five dedicated channels, one channel for school distribution from the studio, two channels for school distribution or two-

way video from any point in the building, and two spare channels available for future use.
