   How (or to what) are humans a resource?
   

According to MS manager Susan M. Heathfield people are the most important asset in the organizations as the capital or equipment in addition to this without human resource any kinds of resources cannot be utilizable or beneficial to use. it does not matter in which positions they are any person who is prepared to trade their labor, expertise, or free time for payment in order to advance the organization is also considered a human resource. Moreover, human resource can improve the productivity therefore it is considered the critical part of economy. human resource needs investment or we may say that education or training which improve income and productivity of business, so we can consider human as resource.

   Why have humans been considered to be the best resource?
   

As I mentioned previous answer and according to researches humans are considered the best resource even more any kinds of assets (capital, suppliers or facilities and others). Humans require better resource management, but they can also learn how to consume, master, and produce things from natural resources. Humans are also equipped with the knowledge, expertise, and technology needed to harness nature and produce an abundance of resources. But in addition to all facts, I have to advocate that there are AI or non-human resources may replace human resource they can improve work but they are not human and we need humans because of their critical thinking as robots or computers are not always able to analyze situation as a human

   Why have humans been considered to be the costliest resource?
   

Actually, resources are anything that can be used to our benefit and well-being and humans are most valuable resource because of ability of understanding, improving knowledge and healthcare can make costliest resource. Furthermore, because of using their intelligence, human can be first everywhere, valuable and the most expensive resource without it, we may live in the stone age. And people do not have to limit themselves as they are not limited by borders or they are not connected to one place.

   Can humans really be managed or controlled
   

In my point of view in the career or in the work places, humans should manage by Human Resource management or line managers we can improve the productivity and income of organizations they should not controlled but with clear management we can show priority. Taking everything in to consideration I have to advocate that recruiting, retaining, satisfying, motivating and developing employees is important. The personnel department of the company is managed by the Human resource department. It is useful to have an entire section dedicated to people because they require different management techniques and more management than other resources. The Human Resources Department is equipped to handle any situation, including retirement planning and interpersonal disputes.
