The overall objective of the program and each of the phases is to continue supporting GoU's efforts to improve effectiveness of teaching and learning through 

(1) targeted interventions in selected general secondary education schools and preschools in rural poor areas; (2) development of institutional capacity to 

assess student learning; and (3) adoption of predictable and transparent school budgets in selected oblasts.

Implementation Status Overview

The project is making steady progress  overall, with continuing delay in specific activities such as the Student Assessments and the development of School Based Teacher Training 

Strategy (SBTT). It is likely that the project will reach its PDO, if implementation on key activities such as SBTT and further development of the capacity to undertake Student 

Assessments is developed. This needs careful supervision as the current counterpart focus is on procurement of goods under the project which accounts for over 80% of total project 

funding. Relatively less attention is being paid to SBTT and Student Assessments- activities that are not linked to large funding, but are essential to achieving the PDOs.
