IMPROVEMENT OF TRAFFIC SAFETY IN THE STREETS AND ROAD 
NETWORKS OF THE CITY OF NUKUS

According to statistics, the total number of road accidents in the Nukus city in 
2018 decreased by 1185 units, in 2019 by 1037 units and by 2.5%. In 2018, 318 
people died as a result of the road traffic accident, 1070 people were injured to a 
different extent. In 2019, however, these indicators, respectively, 301 people lost 
their lives (decreased by 5,3 %), 1004 people received a different degree of 
juncture (decreased by 6,2 %). [4] 
As can be seen from Statistics, the social indicators as a result of the road 
traffic accident have been significantly reduced as a result of the introduction into 
practice of special measures developed to improve road safety. This, of course, is 
the result of a scientific and practical approach to addressing the active issues of 
improving road safety. 
The state administration in the field of road safety is carried out by the 
Cabinet of Ministers of the Republic of Uzbekistan, local government bodies and 
specially authorized state bodies. 
In particular, the concept of ensuring traffic safety in the Republic of 
Uzbekistan in 2018-2022 is the main and major program for improving traffic 
safety. 
The experience of carrying out activities within the framework of the road 
safety improvement program shows that the analysis of international experiences 
will allocate several stages of the Road Safety Improvement Program [3]: 
Traffic Safety Improvement Program invasions (Figure 1) the first stage in the 
process of creating a Traffic Safety Improvement Program is the stage in which the 
analysis of the data and factors most affect the outcome of the program. The reason 
is one of the causative indicators of the state of traffic safety - this is an indicator of 
traffic accidents and the factors that lead to it. It is desirable to carry out on the 
basis of the analysis of truly committed indicators of traffic accident data. 
If the statistics collected after the implementation of the program confirms 
that the program has achieved its goal, the results will be used for subsequent 
programs. If the result is not positive, it will then be investigated why it was not 
done to avoid such an error. 
The work carried out in the field of road safety has been studied in the 
activities of the committee of the Ministry of Transport, the agency, the General 
Directorate of Traffic, driver training institutions, insurance companies, and the 
problems of the industry are studied and plans and programs are developed.

In this regard, the formation of completely new approaches to improving the 
efficiency of public administration in the field of traffic organization and 
maintenance through the implementation of the Concept of Road Safety in the 
Republic of Uzbekistan in 2018-2022 (hereinafter referred to as the Concept) is of 
particular importance. This Concept covers the following main areas and is in line 
with international standards: 
- further improvement of the regulatory framework in the field of road safety, 
including the strengthening of liability for gross violations of traffic rules; 
- Comprehensive improvement of road infrastructure, improvement of road 
quality, creation of reliable conditions for safe movement of vehicles;
- increasing the legal culture, necessary knowledge and skills, strengthening 
the discipline of road users. 
In 2018-2022, the concept of ensuring road traffic safety in the Republic of 
Uzbekistan, the implementation of the solution of the problems identified by 
researchers in the field of scientific research, will improve the security of 
movement in the territory of our country.
