 Again, dear friends, thank you for your confidence and support for me for 
our efforts during the last four years, together with my colleagues of the Executive Committee, to 
develop our sport. And first of all, thank you for electing me as President of our federation. And, of 
course, I will use all my efforts to develop fencing in accordance with my program. As everybody 
understands, we have a lot of work ahead of us. And of course, next year will be special. First of all, 
because we will celebrate the centennial of our federation. But again, I want to repeat that we need to 
continue our work to significantly modify our rules, to make fencing more visible. We have to address 
some issues in order to succeed. The future cannot be separated from the past, from our glory and 
famous veterans. For the next four years, I decided to create new funds to support our famous 
veterans inside the FIE. And one more special request. Everybody knows that I love fencing 
passionately. But even if I always do everything possible to help my lovely sport, I do not have enough 
time to perform all my obligations on a full time basis. And because of this I strongly hope to receive 
your support during the next congress to establish the office of the first Vice-President of the FIE. So I 
ask you to support this special request. And also for the next four years I believe our most important 
goal is to receive two additional medals in the programme of the Olympic Games, in recognition of the 
role of fencing in the Olympic family.  
Again, this election is a big honour to me. Thank you very much to everybody. Thank you for your 
trust, support and confidence. Thank you.

It has been completed and we have now the correct lists. We are going to start to photocopy the 
voting slips, it will take us some time, and then we will start with the vote for the Commissions. Do not 
forget that for the commissions, you vote for maximum ten persons, ten persons per commission.  
 
I will call the federations and you will receive six voting slips altogether. That is one slip for each 
commission: refereeing, legal, medical, rules, promotion and SEMI. Then you will fill in the slips and 
put them into the boxes.  
 
The slips for 3 commissions are ready, it will take a few more minutes to get the others. The 
scrutinizers for these elections will be the five presidents of confederations, plus seven members of 
the Executive Committee: Donald Anthony, Eriza Aze, Jacek Bierkowski, Tamer El Araby, Max

While we are waiting, I have to inform you that this week the international Olympic Committee has 
suspended the NOC of India with an immediate effect. The main reason is an outside intervention, 
which prevents the NOC to hold elections according to the Olympic Charter. And the NOC has been 
unable to observe its statutes and the Olympic Charter. 
As a consequence, the IOC has suspended the NOC of India. The FIE Executive Committee, during 
its meeting yesterday, decided that we should follow the decision of the IOC, as we did in the past. 
The Executive Committee has decided to suspend the Indian Fencing Federation during the time of 
suspension of the IOC. We know this is very sad but I wanted to inform you of this unpleasant news.

this, all other elections had to be done without the electronic voting. But at the next meeting of the 
Executive Committee, I will propose to change the system and have electronic elections with the help

This Annual Report covers events which took place in 2011-2012. 
 
OBITUARIES 
 
The International Fencing Federation has suffered the loss of several friends: 
 
Merih SEZEN (TUR)  
Passed away in Istanbul, at the age of 93. (12.12.2011) 
Merih SEZEN competed in many World Championships, and was a member of the Turkish sabre 
team at the 1948 London Olympic Games. 
He was a long-time member of the Turkish Fencing Federation, as well as one of its founders. 
He was also several times member of FIE commissions and recipient of the FIE medal of honour. 
 
Vratislav JANDA (CZE) 
Doctor of Law, he was born on 04.08.1929, and passed away on 28.11.2011. He was: 
- an Honorary Member of the Czech Fencing Federation; 
- a member of CSK Riegel Praha (fencing club founded in 1902, and co-founder of the FIE in 
1913) for the entirety of his career beginning in 1953 ; 
- individual national epee champion in 1960, 1961, 1964 and 1967, the individual national foil 
champion in 1965, and member of several CSK Riegel national champion teams; 
- a representative of Czechoslovakia for many years, both in foil and epee; 
- a referee for many years and a member of the Executive Committee of the Czech Fencing 
Federation; 
- President of the Czech Fencing Federation from 1964 to 1967 
 
Vladimer Aptsiauri (GEO) 
Passed away unexpectedly on May 14, 2012.  He was Olympic team foil champion at the Seoul 
(KOR) Olympic Games in 1988, and team foil world champion in 1982 in Rome (ITA). He also was 
Vice-President of the Georgian Fencing Federation.

Edoardo Mangiarotti was a prodigious athlete, as well as a very talented leader. 
In 1959, the FIE Congress granted Edoardo Mangiarotti the Challenge Chevalier Feyerick trophy, 
with the following special mention: 
"Exceptional fencer, who never failed to lead by example with his physical and moral qualities during 
his very long career adorned with the most prestigious titles, and who knew how to harmoniously 
blend a pure classical style of fencing with elegance and an ever-present fair play attitude". 
The FIE President, M. Gian Carlo Brusati (ITA, MH), named him Secretary General at the 1980 FIE 
Congress. 
In 1984, the FIE Congress granted him the title of Member of Honour of the FIE. 
He was also President of the FIE Scale of Votes Commission and President of the FIE 
Disciplinary Commission from 2000 to 2008. 
Born on April 7, 1919, Edoardo Mangiarotti was an outstanding specialist in both foil and epee.  
Junior Italian champion from the age of 11, he started fencing at an international level at the age of 
16 and participated in his first World Championships in 1935.  
His record of achievements is impressive: 
Olympic Games: 6 gold medals, 5 silver medals and 2 bronze medals; 
Berlin 1936 (gold medal), London 1948 (2 silver medals, 1 bronze), Helsinki 1952 (2 gold, 1 
silver), Melbourne 1956 (2 gold, 1 bronze), Rome 1960 (1 gold, 1 silver).   
World Championships: 15 gold medals, 7 silver medals and 5 bronze medals. 
 
Mark Petrovitch Midler (RUS) 
Deceased May 31, 2012, at the age of 80. 
Russian foilist, he was a team foil Olympic champion both in Rome in 1960 and in Tokyo in 1964. 
He won six consecutive team World Championships in foil: Budapest in 1959; Turin in 1961; 
Buenos Aires in 1962; Gdansk in 1963; Paris in 1965 as well as Moscow in 1966. He also won the

team foil silver medal in 1967. In individual foil, he won the silver medal at the 1957 World 
Championships and bronze medals in 1959 and 1961. He also was the coach of the Russian 
Olympic team. 
 
Arun Kumar Vij (IND) 
Deceased on June 30, 2012, at the age of 62. 
Arun Kumar Vij was engaged in promoting fencing not only in India, but also in all of South-East 
Asia, supporting and advising all federations in this region. He had an outstanding career as 
international sport leader: he was co-Secretary of the Indian Olympic Committee, Secretary 
General of the Indian Fencing Association, Secretary General of the South-East Asia Fencing 
Federation, member of the Asian Fencing Confederation and Vice-President of the 
Commonwealth Fencing Federation. He played a very important role in organising the first Junior 
Commonwealth Championships in Chennai, India, in 2006. 
 
Carol Wengraf (GBR) 
Tragically passed away on the piste during the Celtic Challenge (in Santiago de Compostella) on 
June 23, 2012, at the age of 74. 
Warm and generous, Carole Wengraf was an excellent fencer, well respected by all her veteran 
colleagues. She won many national and international medals. Since 2001, she won a medal 
almost every year at the Great-Britain Veteran Championships. She won the individual silver 
medal at the 2007 Veteran European Championships, and the individual women sabre gold medal 
at the 2011 Veteran World Championships, in the 70 years and over category. 
 
Fady Tannous (LIB) 
Tragically passed away on the piste on July 14
th
 2012, at the age of 37, during an epee 
championship organized by the NOC to end a month of sports activities that started with the 
Olympic Day on June 23th. 
Secretary General of the Lebanese Fencing Federation, he was also a national champion and an 
international referee. He was supposed to be part of the Lebanese delegation for the 2012 London 
Olympic Games as a coach. 
 
 
We express our deepest sympathy to the families and federations of the deceased.

ANAGEMENT
 
 
The management activities of the FIE have continued with intensity. 
 
The Executive Committee met on September 23, 2011 in Lausanne (SUI), on December 
2nd, 2011 in Philadelphia (USA), on March 2nd, 2012 in Lausanne (SUI), and on June 1st, 
2012 in Lausanne (SUI), 
 
The Congress of the FIE took place in Philadelphia (USA), on December 3rd and 4, 2011. 
 
14 Executive Committee consultations were conducted by e-mail when urgent decisions 
were needed. 
 
The measures adopted by these decision-making bodies were regularly communicated to 
the FIE members, via 11 Information Letters and 19 Urgent Letters
 
The letters and their annexes were sent to the National Federations, the Members of 
Honour, the Members of the Executive Committee and the Presidents of the 
Confederations by electronic mail. 
 
The various rankings of the FIE were also sent to the National Federations by electronic 
mail.

1.3.2 Observation of the P referees 
 
The following competitions were used to observe P referees:

1.3.3 Refereeing seminars for the Olympic Games referees 
 
In preparation of the Olympic Games, a refereeing seminar was held in Athens on 
December 10 and 11, 2011. All designated referees for the 2012 Olympic Games, as well 
as alternate referees, four British referees, and the designated 2012 Olympic Games 
refereeing delegates, took part in this seminar.

DOPING
 
 
The fight against doping continued throughout the season and there were case of doping 
in FIE competitions. 
 

286 doping controls were carried out during the 2011/2012 season at World Cup 
competitions (not including the World Championships and Zonal Championships), 
including: 
96 controls during Junior World Cups 
96 controls during Senior World Cups 
60 controls during Team World Cups 
34 controls during Satellite Competitions 
 

The FIE conducted out-of-competition doping controls on 113 athletes.

DOPING EDUCATION 
 
 
1.5.1 Moscow 2012 
 
The Anti-Doping Awareness Educational Program was a great success in Moscow, and an 
excellent opportunity for the FIE to inform and educate young fencers from many nations. 
 
A member of the SportAccord Doping-Free Sport division came from Lausanne to assist and 
teach us how to manage this type of educational project. He brought an FIE banner with the logo 
Say No! to Doping, for the FIE stand. 
 
Members of the Russian Anti-Doping Agency, RUSADA, were instrumental in the event’s success, 
providing agents, tables, chairs, as well as educational documents in Russian for the many local 
participants, and an additional laptop so we could offer the WADA quiz (the highlight of the event) 
to as many fencers as possible. They even offered us small Russian wooden dolls to offer as 
prizes to the numerous fencers having scored highly on the quiz. 
 
The FIE offered 200 wristband USB keys which were very popular. These keys contained many 
documents distributed to most of the participants, so that fencers from 56 nations returned home 
with the express intention of sharing the quiz, the educational material and the videos with their 
fencing community. 
 
WADA brochures were also distributed and anti-doping videos were projected, including the 
WADA video-clip Say No! to Doping,  which puts fencing in a very positive light! 
 
A daily draw of FIE prizes (the winners chosen among the participants of the day) helped increase 
the general interest for the awareness program. 
 
Fencers and coaches from many countries tried the quiz, and discussed doping problems with the 
stand personnel.
