Implementation of the research results. The results of scientific research on improving the legal regulation of succession issues in modern international law, in particular:
proposals on the need to make changes and recommendations regarding giving the Basic Law “higher legal force”, its “direct effect and application throughout the Republic of Uzbekistan”, “respect for human rights and freedoms, the territorial integrity of states, pursuing a friendly and peaceful foreign policy”
based on generally recognized principles and norms of international law, “not expulsion of a person who has citizenship of the Republic of Uzbekistan outside Uzbekistan or his extradition (extradition) to another state”, used in the development of the constitutional draft “On introducing amendments and additions to the Constitution of the Republic of Uzbekistan” (Act of the First Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, Chairman of the Constitutional Commission No. 02/03-140 dated February 3, 2023). The changes and recommendations contributed to the improvement of the constitutional project and the protection of social and cultural rights of citizens of Uzbekistan in accordance with international standards;
proposals on the need to include in legislative documents the terms “contracting party”, “powers”, “public authority”, “denunciation”, “depository”, “party taking part in the negotiations”, “instrument of ratification”, “international organizations”, “participant international treaty”, “signing an international treaty of the Republic of Uzbekistan”, “Drawing up an international treaty of the Republic of Uzbekistan”, “additional conditions” were used in the development of the law of the Republic of Uzbekistan “On international treaties of the Republic of Uzbekistan” (Statement of the Committee on International and Parliamentary Relations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan No. 10/1-756 of October 17, 2019; Act of the Institute for Strategic and Interregional Studies under the President of the Republic of Uzbekistan No. 08/1- 573 of April 16, 2020). This proposal contributed to the development of legislative documents on international treaties and the definition of mechanisms (agreements, statutes, protocols, conventions) for accession to these treaties;
recommendations on the need to include the proposal “An initiative proposal to start an expert study of a draft international treaty or the question of the expediency of participation of the Republic of Uzbekistan in a multilateral international treaty” and special articles in legislative documents were used in the development of the law “On international treaties of the Republic of Uzbekistan” (Reference from Statement of the Committee on International and Parliamentary Relations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan No. 10/1-756 dated October 17, 2019; Act of the Institute for Strategic and Interregional Studies under the President of the Republic Uzbekistan No. 08/1-
573 dated April 16, 2020). This proposal contributed to the participation in multilateral international treaties and the identification of legal mechanisms in accordance with the standards of international treaty;
substantiation of the procedure for accounting, control, systematization of international treaties (drawing up a state register, entering data into the register, maintaining a register, ensuring the integrity of information in the register) and a mechanism for their preservation (regulations, regulatory documents, standards, classifiers) was used in the development of a law on amendments and amendments to the Law of the Republic of Uzbekistan “On International Treaties” (Reference of the Committee on International Affairs and Inter parliamentary Relations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan No. 10/1- 756 dated September 17, 2019; Act of the Ministry of Foreign Affairs Republic of
Uzbekistan No. 07/24072 dated June 30, 2020). This justification contributed to the provision in the Republic of Uzbekistan of the procedure for maintaining, storing the state register of international treaties and the integrity of information;
substantiation of the rights and obligations of states in the field of international law to international organizations and other subjects of international law (membership of states in international organizations, transfer of part of the state's territory, payment of state debts, preservation of state property, preservation of citizenship of individuals, ensuring the succession of state archives) was used in the development of Law on Amendments and Additions to the Law of the Republic of Uzbekistan «On International Treaties» (Statement of the Committee on International Affairs and Inter parliamentary Relations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan No. 10/1-756 dated September 17, 2019; Act of the Institute for Strategic and Interregional Studies under the President Of the Republic of Uzbekistan No. 08/1-573 dated April 16, 2020; Act of the Ministry of Foreign Affairs Republic of Uzbekistan No. 07/24072 dated June 30, 2020). The use of this rationale has become a significant contribution to the drafting of international treaties, improving the definition of the rights and obligations of the parties in international treaties.
