INTRODUCTION

  • SLUM CLEARANCE/INFORMAL SETTLEMENT UPGRADE HAS BEEN DECLARED AS ONE OF THE MAJOR PRIORITY PROGRAMMES FOR KWAZULU – NATAL PROVINCE

  • AN AUDIT OF ALL SLUMS WITHIN THE PROVINCE HAS BEEN DONE

  • MUNICIPALITIES HAD TO INDICATE WHETHER LAND IS AVAILABLE OR NOT TO IMPLEMENT THESE PROJECTS



STATUS OF INFORMAL SETTLEMENT UPGRADE/SLUM CLEARANCE PROJECTS

  • COATSAL REGION WHICH INCLUDES ILEMBE DISTRICT, UGU DISTRICT EXCLUDING ETHEKWINI MUNICIPALITY IDENTIFIED 31 PROJECTS TO BE APPROVED TO DEAL WITH THE ISSUE OF SLUMS.

  • 4 PROJECTS ARE NOW COMPLETE.

  • 6 PROJECTS ARE ACTIVE PROJECTS



STATUS OF INFORMAL SETTLEMENT UPGRADE/SLUM CLEARANCE PROJECTS

  • ETHEKWINI MUNICIPALITY:72 SLUMS WERE IDENTIFIED FOR RELOCATIONS AND THE TOTAL NUMBER OF BENEFICARIES IS 26 500.

  • 17 HOUSING PROJECTS HAVE BEEN IDENTIFIED TO ACCOMMODATE RELOCATIONS AND THE TOTAL NUMBER OF BENEFICIARIES TO BENEFIT IS 30 051

  • 48 UPGRADE PROJECTS WITH AN ELEMENT OF RELOCATION WERE IDENTIFIED.

  • THE TOTAL NUMBER OF UPGRADE PROJECTS WITH AN ELEMENT OF RELOCATION IS 50 000.



NORTHERN REGION



STATUS OF INFORMAL SETTLEMENT UPGRADE/SLUM CLEARANCE PROJECTS

  • INLAND REGION WHICH INCLUDE SISONKE DISTRICT, UMGUNGUNDLOVU DISTRICT AND UTHUKELA DISTRICT IDENTIFIED 26 PROJECST REQUIRED TO CLEAR SLUMS WITHIN THE REGION

  • OUT OF THESE 4 PROJECTS HAVE BEEN COMPLETED

  • 14 PROJECTS HAVE BEEN APPROVED



PROGRESS MADE WITH THE IMPLEMENTATIONOF THE PILOT PROJECT – MOUNT MORIAH

  • THIS INVOLVES AN URGENT RELOCATION OF HIGH RISK INFORMAL SETTLEMENTS.

  • THIS PROJECT WAS APPROVED ON 12 OCTOBER 2004 AND THE AGREEMENT WITH THE MUNICIPALITY WAS SIGNED ON 12 NOVEMBER 2004.

  • THE PROJECT IS LOCATED 15 KMOF THE DURBAN CBD AND ADJACENT TO PHOENIX, SOUTHGATE WITH GLEN ANNIL, AVOCA BRICKWORKS AND PHOENIX INDUSTRIAL AREAS IN CLOSE PROXIMITY.

  • THE TOTAL NUMBER OF BENEFICIARIES FOR THIS PROJECT IS 2170



PROGRESS MADE WITH THE IMPLEMENTATION OF THE PILOT PROJECT – MOUNT MORIAH

  • SERVICES TO BE PROVIDED

  • SANITATION:- WATERBORNE SEWERAGE AS PER MUNICIPAL STANDARS

  • WATER:- INDIVIDUAL WATER CONNECTIONS

  • STORMWATER:- PIPED STORMWATER DRAINAGE

  • ELECTRICITY:- READIBOARD ELECTRICITY

  • ROADS:- BLACK TOP ROADS AS PER MUNICIPAL STANDARDS

  • ROOF:-TILES

  • THE TOTAL COST FOR THE PROJECT WILL BE R79 678 819.50



PROGRESS TO DATE

  • 70% OF CIVIL WORK IS COMPLETE

  • TOWNSHIP HAS BEEN ESTABLISHED

  • 209 HOUSES HAVE BEEN CONSTRUCTED

  • 250 SLABS ARE CURRENTLY BEING CONSTRUCTED OF WHICH 100 ARE COMPLETE

  • 90 BENEFICIARIES HAVEE ALREADY TAKEN OCCUPATION OF THE COMPLETE UNITS

  • THE FOLLOWING SOCIAL AMENITIES WILL BE PROVIDED

PROVISION OF SOCIAL AND ECONOMIC AMENITIES

  • THE OTHER HOUSING PROJECT THAT WILL BENEFIT THROUGH THE PILOT PROJECT FOR THE PROVISION OF SOCIAL AND ECONOMIC AMENITIES IS BRUNTVILLE IN MPOFANA MUNICIPALITY.

  • A TAXI RANK AND THE PARK WILL BE PROVIDED TO ENSURE THAT PEOPLE ARE PROVIDED WITH SUSTAINABLE LIVELIHOODS



CHALLENGES

  • FINANCIAL RESOURCES – PROVINCIAL MANDATE IS TO CLEAR SLUMS WITHIN THE PROVINCE WITHIN SIX YEARS – FINANCIAL ALLOCATION DOES NOT CORRESPOND TO THE CHALLENGE

  • THE AUDIT OF SLUMS THAT WAS DONE WAS BASED ON THE FACT THAT THERE WAS GOING TO BE DEVELOPMENT FOR THE AFFECTED SLUM DWELLERS AND THE RE EMERGENCE WOULD BE PREVENTED

  • MUNICIPALITIES DO NOT HAVE THE CAPACITY TO MONITOR THE RE ERMERGENCE OF SLUMS WITHIN THEIR JURISDICTION



CHALLENGES

  • SUITABLE LAND FOR HOUSING DEVELOPMENT IS STILL A CHALLENGE ESPECIALLY FOR PROJECTS IN THE COASTAL REGION

  • RURAL - URBAN MIGRATION

  • ADEQUATE PROFESSIONAL TEAMS AND IMPLEMENTING AGENTS TO DEAL WITH THE MASSIVE SLUMS CLEARANCE PROGRAMME

  • CAPACITY OF THE MATERIAL SUPPLIERS TO ENSURE ADEQUATE SUPPLY OF MATERIALS

  • THE CAPACITY OF THE MUNICIPALITIES
