3. Competency approach and the concept of competence in language education
Modern technologies teach students to find the knowledge they want to acquire by themselves, to think independently, and the student becomes the main figure in the educational process. The interactive method activates the learning of students by increasing the activity between students and the teacher in the educational process. Competence is a social order placed by society on its citizens, whose list is determined by the social environment in a particular country or region. Such an agreement cannot always be reached. For example, the project "Selecting and identifying basic competencies" of the Organization for Economic Cooperation and Development and the National Institute of Education Statistics of Switzerland and the United States of America did not have the opportunity to strictly identify basic competencies. The word "Competence" comes from the word " to compete" , which means "to compete", "to compete", "to compete". Literally translated, it means "ability to compete". Education based on the competence approach is an education aimed at forming the ability to apply the acquired knowledge, skills and abilities in their personal, professional and social activities, to enable students to think independently and take an active citizenship position. possessing, taking initiative, being able to use information and communication technologies rationally in their activities, making a conscious choice of profession, healthy competition and general cultural skills. In recent years, new approaches such as communicative approach, integrative approach, competence approach are being applied to language education. In particular, regarding the application of the competence approach to language education, which is being implemented in the leading countries of the world and is giving effective results. The specially adopted Resolution of the President of the Republic of Uzbekistan dated December 10, 2012 No. 1875 "On measures to further improve the teaching of foreign languages" and the reforms implemented in the teaching of foreign languages, state The harmonization of the requirements of educational standards with international standards, the development of a system of training and retraining of foreign language teachers, the provision of the educational process with educational and methodological literature and modern tools have become extremely important in the field of education. . It should be noted that this decision further improves not only foreign languages, but also language education in general, including the teaching of the Uzbek language, the state language of our republic (harmonizing the requirements of the State Language Department with the requirements of international standards and introduced a competency-based approach to education, revision of the content of educational programs on the basis of continuity and coherence) caused great work to be done. Currently, in the field of education, "competence", "competence approach", the concepts of "competence" began to be actively used. In linguistics, this term was first used by N. Chomsky in the middle of the 20th century, as a set of knowledge, skills and abilities that are oriented towards activity in the process of using the language, and its use in the field of education was carried out by his followers. was interpreted as a competence approach, and competence and competence approach were noted as factors indicating effectiveness in education. "Competence - (lat. sompetere - to be capable, worthy). 1) The range of powers of a specific organization or official defined in official documents; authority. 2) A person's level of awareness of a certain field, knowledge of this field" "Competence - 1. A field in which a person is well-informed and influential; 2. walk. scope of right (duty, work)".
So, in the field of education, the word competence is called ability, and competence is called ability, and the competence approach is an education aimed at forming the ability to practically apply acquired knowledge, skills and abilities in one's personal, professional and social activities. shows that it is appropriate to understand that Competence is the ability to directly use the knowledge, skills, and abilities acquired in one's field and to demonstrate creative attitude within the scope of the profession. In fact, a student who knows a lot of things but cannot apply them in practice is not useful to society or himself. As the German scientist Hilbert Meyer said, "a competent student does not become a possessor of "dry knowledge", but can use his knowledge sufficiently in the situations that arise, and has the content of knowledge that can be quickly restored in his memory."
