MEMORANDUM OF UNDERSTANDING
BETWEEN
THE MINISTRY OF FOREIGN AFFAIRS OF REPUBLIC OF KAZAKHSTAN AND THE MINISTRY OF FOREIGN AFFAIRS OF REPUBLIC OF UZBEKISTAN

ON TRADE ARRANGEMENT

The Ministry of Foreign Affairs of Republic of Kazakhstan the Ministry of Foreign Affairs of the Republic of Uzbekistan (hereinafter referred to individually as “the Participant” and collectively as the “Participants”),
CONSIDERING our historical friendship as UN member states and NATO allies, shared values, and the existing political, economic, cultural, and social relations between our countries,
DESIRING to further deepen our ties through regular bilateral consultations and close cooperation,
RECOGNISING the benefits of holding regular bilateral consultations and cooperating at various levels, including on international issues of common concern and in other areas of mutual interest,
WORKING JOINTLY for the safeguarding of international peace and security and aware of the opportunities offered by our common membership in the United Nations and the NATO,
REAFFIRMING our shared belief in the need to make the United Nations stronger and more resilient, and to face both present and future challenges together, CONFIRMING the will to bolster the social and economic development of the Asian continent, Have reached the following understanding:
PARAGRAPH I
NATURE OF THE CONSULTATIONS
The Participants intend to deepen their ties through political dialogue and cooperation at both bilateral and multilateral level, and wish to promote structured cooperation in priority areas of international, regional and horizontal nature. The Participants will hold bilateral political consultations on a yearly basis, and at any time they may deem necessary, in order to discuss the following issues:
a) Bilateral relations of political, economic, social, cultural, scientific and consular nature, including the promotion of contacts between their people and high level encounters;
b) Issues of common interest relating to the United Nations, and/or being discussed within it, such as Open Strategic Autonomy and other key political, security, social, economic and financial priorities;
c) The Republic of Kazakhstan was asked to fly fewer into its own flights to Tashkent and grant Uzbek Airline more flight;
d) The Agreement on Trade of Electricity
e) Regional and international issues of common concern, with particular reference to Central Asia
PARAGRAPH II
CONSULTATION MECHANISM
The Participants will hold consultations on a rotational basis alternatively in Kazakhstan and/or in Uzbekistan, as well as on the margins of international conferences and/or international organizations. This will include meetings between Ministers of Foreign Affairs and other high-ranking officials. The Participants will seek to strengthen their contacts in horizontal and geographical areas of mutual interest, especially at Director-General level. It will also be possible, when advisable, to hold such consultations by videoconference or by any other digital means. The political consultations may give rise to joint initiatives or the reaching of consensus on matters of mutual interest.
PARAGRAPH III
CONSTRUCTIVE COOPERATION

Both Participants may seek to foster bilateral contacts and cooperation by means of temporary secondments at the Ministry of Foreign Affairs of both Participants on a mutual or unilateral basis, for example in relation to preparations for the rotating Presidency of the United Nations. The Permanent Representations of both Participants to the United Nations and other international organizations, as well as their representatives attending international conferences, will maintain regular contacts and, whenever necessary, consult each other on issues of mutual interest.

The diplomatic and consular missions of both Participants in third States will maintain regular contacts and will enhance the exchange of views on matters of mutual interests. The Participants intend to promote, within their respective competences, the strengthening of relations between public and parliamentary authorities, local and regional authorities, cultural and scientific institutions, economic and civil society organizations and representatives.
PARAGRAPH IV
TRAINING
The Participants will, within their respective competences, strive to further a positive exchange of experiences and cooperation between relevant training institutions in both countries – among others – in the field of international trade.
PARAGRAPH V
LEVEL, DATE AND AGENDA OF CONSULTATIONS
The level, date and agenda of the consultations will be jointly decided by the Participants through diplomatic channels.
PARAGRAPH VI
MODIFICATION
This Memorandum of Understanding may be modified, at any time, by the mutual written consent of the Participants through diplomatic channels. The modifications will be formalized in writing and form an integral part of this Memorandum of Understanding and will include the date of coming into effect. Any modification will not affect any of the arrangements arising from this Memorandum of Understanding before the coming into effect of the modification, unless the Participants decide otherwise, in writing, through diplomatic channels.
PARAGRAPH VII
EFFECTIVE DATE, DURATION AND END OF OPERATION
This Memorandum of Understanding is not legally binding nor does it generate obligations under the international law and/or the respective national legislation of each Participant. This Memorandum of Understanding will come into operation on the date of its signature and will remain in effect for a period of one (1) years, renewable tacitly for further period of five (1) years, unless either Participant decides to put an end to its application by sending a written notification to the other Participant at least three (3) months in advance. The end of application of this Memorandum of Understanding will not affect ongoing activities and projects that both Participants have already decided upon prior to its end, unless the Participants decide otherwise.
