URBAN Community Initiative 1st PROGRAMMING PERIOD 1994-1999: In this period, URBAN offered grants to: Europe 116 cities Spain 31 cities Two operational programmes were carried out in Spain: a) First programme 1994-1999 affected 17 cities b) Second programme 1997-1999 affected 12 municipalities * Within the REGIS (peripheral areas) Community initiative, two URBAN projects were carried out by the two province capitals in the Canary Islands

URBAN Community Initiative 2nd PROGRAMMING PERIOD 2000-2006: a) Goals: Promoting the preparation and implementation of innovating strategies encouraging a sustainable economic and social regeneration of populations and small and medium sized cities, or of neighbourhoods going through difficult periods in large cities. Improving and exchanging knowledge and experiences on regeneration and sustainable urban development in the European Union.

Pamplona and Teruel. - Areas with intensive industrial land use: Gijón, San Sebastián
Bahía de Pasaia - Marginal areas: Sant Adrià de Besòs, Toledo and San Cristóbal de la Laguna.
There is a separate Programme for each city, having been granted its own Approval Decision; the Directorate-General for Community Funds acts as Managing and Paying Authority for each and every one of the 10 Programmes.

- Poor economic activity rate
- High poverty and exclusion levels
- Restructuring needs resulting from economic and social difficulties
- High number of immigrants, ethnic minorities or refugees
- Low education levels, high rate of youth leaving school
- High criminality rates
- Poor demographic trends
- Environmental degradation
- At least 3 of the 9 requirements above must be fulfilled

URBAN Initiative DISTRIBUTION OF FUNDS Art. 34.1 and Art. 34.2, Section III “Programming”, of Council Regulation (EC) 1083 laying down general provisions, set forth that, on a complementary basis, the ERDF may co-finance actions within the ESF scope, the amount of which does not exceed 10% of the Axis’ Community financing in an Operational Programme.
