The Neighborhood Preservation Program is a 3-5 year award with the potential of receiving $525,000 from the NJ Department of Community Affairs to Point Pleasant Beach

  • The Neighborhood Preservation Program is a 3-5 year award with the potential of receiving $525,000 from the NJ Department of Community Affairs to Point Pleasant Beach

  • Per the award contract, “PPB shall develop and implement a Neighborhood Preservation Program along Broadway, between Route 35 and Ocean Avenue, and Ocean Avenue, between Broadway and Niblick Street. All funding provided in accordance with the terms of this agreement shall be expended solely to implement approved activities within this designated area.”



NPP Issues

  • As part of the NPP, residents living along the corridor are asked their issues and concerns.

  • The NPP boundaries are county roads. We need county permission and cooperation to make any changes to these roads.

  • There is a bottle neck at the intersection of Broadway & Ocean which needs to be addressed – this is caused by 2 lanes of traffic merging into one lane, inadequate parking lot access, people looking for parking and the amount of traffic in summer months

  • Concerns are traffic, motorcycle noise, crumbling curbing, trash, parking, unkept rental units, patchwork sidewalk styles, lighting and inadequate signage (way finding), warped utility poles, sagging utility lines



What have we done so far?

  • Asked for additional crosswalks – With the help of the Borough Administrator, the County has agreed to install a cross walk at Ocean & Water as well as on Broadway & Boston

  • Purchased 5 sets of trash/recycling cans for the NPP Corridor – 2 sets paid for from the Grant, 3 sets paid for by the Borough



What have we done so far (con't)?

  • Published and distributed newsletters to keep the community informed of our activities and progress

  • Activities and information have been made available on Borough web-site (www.pointpleasantbeach.org)



What do we propose? First year plan

  • Installing a new welcome sign on the island that is on the north (left) as you make a right turn onto Broadway. This sign will match the welcome sign on Route 35 ($1,000 approximate)

  • Purchasing additional trash containers for Broadway & Ocean Avenues ($3,600 approximate)



First year plan (con’t)

  • Create a partnership to install new curbing on Ocean Avenue. Ocean County does not mandate curbing in the county – partner with County or another source ($9,900 approximate)

  • Begin to replace and/or add lighting to the corridor and add way finding signage to the lighting poles ($8,500)

  • Offer 25 materials grants of $1000 each to residents living in the corridor as an incentive to improve their property (must be matched by at least the same amount) ($25,000 approximate)

  • Offer 6 façade grants of $5000 each to businesses in the corridor to improve their business facades (must be matched by at least the same amount) ($30,000 approximate)

  • Research sites in the corridor for benches and test as “take a load off” ($1,000 approximate)

  • Conferences – share best demonstrated practices with other NPP areas –what has or hasn’t worked ($1,000 approximate)

  • Salary – part of grant covers NPP coordinator’s salary ($20,000 as defined by DCA)



2-5 Year Plan

  • Offer 25 materials grants of $1000 each to residents living in the corridor as an incentive to improve their property ($25,000 approximate)

  • Offer 4 façade grants of $5000 each to businesses in the corridor to improve their business facades ($20,000 approximate)

  • Assist with sidewalk replacement to create more uniformity, especially along Ocean Avenue ($8,700 approximate)

  • Provide additional funds to install new curbing on Ocean Avenue. ($3,100 approximate)

  • Provide benches at applicable sites in the corridor ($4,800 approximate)

  • Purchase trees for the corridor. Work with the Shade Tree Commission and arborist to determine the best types of trees for the environment and obtain a variety of trees ($2,800 approximate)

  • Conferences –continued education and information sharing ($4,000 approximate)

  • NPP Coordinator salary ($20,000 per year)



NPP Initiatives

  • Possible art contest to decorate/innovate existing businesses with a fishing/seaport theme

  • Bring people to the corridor -Possible early spring event to cater to the interests of the population not yet catered to

  • Search for appropriate business ventures to provide commercial opportunities for eastern Broadway
