EXECUTIVE SUMMARY



 

 

HNTB Corporation conducted a School Route Plan Study for Tangelo Park Elementary School located 

at 5115 Anzio Street, Orange County, Florida. This study is being performed as a part of the County’s 

School Assessment Program to identify safe routes for children to walk and bicycle to school.  Based 

on the results of the analysis, field observations, and engineering judgment, the following 

recommendations and conclusions were developed: 

 

1.  It is recommended that sidewalk be installed on the north side of Pueblo Street, Skeena Street, 



Shoshone Street, and Belem Street.  The sidewalks should be provided east of Mandarin Drive to 

the nearest cross street.  At the intersections with Mandarin Drive pedestrian ramps and crosswalks 

should be provided across the north and west approaches. Pedestrian warning signs should be 

placed on all approaches of the intersection. 

 

2.  At the entrance to Tangelo Park Elementary and the intersection of Anzio Street and Udine Avenue 



consideration should be given to the following: 

 



  Walkers to school should enter and exit the school via the sidewalk west of the carpool 

loop exit driveway. It will be necessary to adjust the gate on this driveway to allow 

access.  This will require constructing a small section of sidewalk to connect the two 

walkways.  The connection of the sidewalk will provide the ADA access necessary to the 

school.  This will allow children to enter the school through the second driveway and 

parents to drop their children off at the front of the school. 

 



  Flashing lights should be provided on the school speed limit signs to warn drivers of the 



reduced speed.  The lights should be activated to coincide with the arrival and dismissal 

times of Tangelo Park Elementary. 

 



  A crossing guard should be provided at the existing crosswalk at the entrance to the 



school to ensure that children cross Anzio Street safely. 

 



  School zone signing and pavement markings should be provided on all intersection 

approaches. 

 



  The existing “No Parking” signs should be replaced with larger “No Parking” signs (R8-



3). The existing signs are small and hard to see with all of the other signs in the area.  In 

addition to replacing the signs, additional signs should be placed along the north side of 

Anzio Street to prevent vehicles from parking on the newly constructed sidewalk. 

 



  Consideration should be given to expanding the existing school zone to the east past 

Udine Avenue. 

 

3.  At the intersection of Anzio Street and Mandarin Road consideration should be given to the 



following: 

 



  Provide school zone signage and pavement markings on all approaches to the 

intersection. 

 



  Replace the pedestrian ramp on the northwest corner for east-west pedestrian traffic.

1. INTRODUCTION 

 

HNTB Corporation conducted a School Route Plan Study for Tangelo Park Elementary School located 

at 5115 Anzio Street, Orange County, Florida. The purpose of this study is to identify safe routes for 

children to walk and bicycle to school. The analysis methods used in conducting this study are 

consistent with those set forth in the Manual on Uniform Traffic Control Devices (MUTCD 2003), the 

Manual on Uniform Traffic Studies (MUTS), and Orange County guidelines and procedures.

2. EXISTING CONDITIONS 

 

Tangelo Park Elementary School is located in southwestern Orange County near SR 435 (Kirkman 



Road) approximately 0.5 miles north of SR 482 (Sand Lake Road). Significant features for the study

Vehicular, Pedestrian, and Bicycle Volumes 

 

Two-hour turning movement counts were conducted at Anzio Street and Natal Avenue and at Anzio 



Street and Madarin Drive. The counts were conducted from 8:15 to 9:15 AM and 2:30 to 3:30 PM to 

coincide with the morning arrival time and afternoon departure time of students at the school. 

Pedestrian, bicycle, automobile, and bus traffic were recorded separately for this count. The following 

tables summarize the results of these counts:

3. QUALITATIVE ASSESSMENT 

 

Tangelo Park Elementary School is located on the west end of Anzio Street. The school serves children 



who live in the neighborhood that surrounds the school, as well as other students that are bussed in. 

The two-mile walk zone includes the immediate neighborhood that is bounded by Vanguard Street to 

the north, Steyer Street to the south, Pomelo Drive to the east, and Nectar Drive to the west.  

 

Orange County currently provides bus service for children that live on American Way and Carrier Drive. 



 Industrial developments as well as the entertainment corridor of International Drive surround Tangelo 

Park Elementary School. Figure 2 illustrates the school zone boundaries, two-mile walk radius, and 

existing bus stops for Tangelo Park Elementary School. Figure 3 is a School Route Plan map of the 

area within the two-mile walk limit. This area is the focus of the qualitative assessment. The school 

route plan area was reviewed by a registered professional engineer to evaluate vehicle, pedestrian, and 

bicycle flow patterns to determine what improvements are necessary, if any, to improve the safety and 

efficiency of the children traveling to and from school.  

 

A majority of the children that walk or bicycle to the school live in homes that make up the surrounding 



neighborhood. The neighborhood boundaries are Vanguard Street to the north, Steyer Street to the 

south, Pomelo Street to the east and Nectar Drive to the west.  The streets in the neighborhood are low 

volume low speed roads with the exception of Mandarin Drive, which is the main roadway that 

traverses the neighborhood from Sand Lake Road to Vanguard Street.  Many of the streets have a 

marked 25mph speed limit.  The school zone in front of Tangelo Park is 20 mph.  As an additional way 

to calm traffic, speed tables are placed throughout the neighborhood.  Vehicles were observed to follow 

the posted speed limits within the neighborhood.     

 

Sidewalks are provided on a few of the major roads that are in the neighborhood.  The sidewalks are 



installed on one side only.  School children were observed to walk up Natal Avenue, Udine Avenue, 

and Mandarin Drive to Anzio Street and follow the sidewalk to Tangelo Park Elementary.    

 

The typical section of the neighborhood is a 22 foot wide roadway with a closed drainage system.  The 



slopes of the yards adjacent to the road are flat.  No worn paths were observed on the yards without 

sidewalk.  It is assumed that the children walk in the street to the nearest sidewalk then continue on 

their way to school.  

 

It is recommended that sidewalk be installed on the north side of Pueblo Street, Skeena Street, 



Shoshone Street, and Belem Street.  The sidewalks should be provided east of Mandarin Drive 

to the nearest cross street.  At the intersections with Mandarin Drive pedestrian ramps and 

crosswalks should be provided across the north and west approaches.  Pedestrian warning 

signs should be placed on all intersection approaches.

Northwest corner 

The intersection of Anzio Street and Mandarin Drive was observed during the morning and afternoon 

school hours. The following observations were made: 

 



  Traffic on Mandarin Drive is traveling at or above the posted 25 mph speed limit. Traffic volumes 

are light. 

 



  The intersection is set up as a four way stop with high emphasis 



crosswalks across the north and west approaches.  The 

intersection is signed as a school zone.  The school zone signage 

includes advanced school crossing signs on the north and south 

approaches.  No school zone pavement markings exist.   

 



  School children cross the north and west approaches to the 



intersection and are protected by a crossing guard. 

   

  The pedestrian ramp for east-west pedestrian traffic on the northwest 



corner has settled below the gutter line.  This presents a tripping hazard 

for pedestrians (see photograph).   



 

  Consideration should be given to the following: 



 

  Provide school zone signage and pavement markings on all approaches to the 



intersection.    

  Replace the pedestrian ramp on the northwest corner for east-west pedestrian traffic to 



remove the tripping hazard. 

 

Tangelo Park Elementary School was observed during the morning and afternoon hours to assess the 



operations of children entering and leaving the school. The following observations were made: 

 



  Pedestrians and bicyclists utilize the sidewalk on the north side of Anzio Street.  

 



  Many of the children were observed to walk in groups to school.  Some parents were observed to 

accompany their children. 

 



  Anzio Street is signed as a school zone and has school zone speed limit signs with time restriction 



placards.  High emphasis crosswalks are provided across Anzio Street in front of the school and 

across Udine Street to the east.  

 



  The children currently enter the school property at the intersection of Anzio Street and Natal 



Avenue. This location is designed to also be the entry point of the carpool loop. The principal 

indicated that due to the volume of pedestrians walking on the driveway, this entrance is not 

currently used for the carpool loop during arrival and departure times. Parents stop at the 

intersection and drop their children off then execute a u-turn maneuver on Anzio Street. 

 



  The busses access the school on the bus loop located to the west of the school on Anzio Street. 



Some parents were observed to utilize this same loop to drop off their children. Although there were 

only a few busses observed utilizing the bus loop, the presence of other vehicles caused disruption 

to the bus service.

  A sidewalk was recently installed along Anzio Street 

from the intersection of Anzio Street and Natal 

Avenue to the west along the school property. 

 

Currently, a fence blocks access to the school at the 



carpool access driveway (see photograph). 

 



  During the afternoon departure, a few vehicles were 

observed parked along the north side of Anzio Street 

in front of the school.  This has caused the new 

sidewalk to break.  No parking signs are provided 

along Anzio Street but are small and hard to see. 

 



  Per conversation with the principal and the school 

resource officer the following issues were raised: 

 



  The school speed limit signs need flashing warning lights that are activated during school 



ingress and egress. 

 



  A crossing guard should cover the school crossing at the main entrance to the school. 

 



  ADA access to the school is not provided.  A pedestrian ramp is requested to provide access to 

the school. 

 



  There are no school zone pavement markings present on Anzio Street. 



 

Consideration should be given to the following:

The intersection of Udine Avenue and Anzio Street was observed during the morning and afternoon 

hours to assess the operations of children entering and leaving the school. The following observations 

were made: 

 



  Pedestrians and bicyclists utilize the sidewalk on the north side of Anzio Street.  

 



  A high emphasis crosswalk is provided across the north approach. 

 



  During both peak periods a crossing guard was present at this intersection.  On a few occasions 

drivers were observed to encroach upon the crosswalk while students were in the crosswalk with 

the crossing guard.  Eastbound left turning drivers would initiate their turn while children were in the 

crosswalk while blocking Anzio Street.   

 

Consideration should be given to expanding the school zone east past Udine Avenue.  School 

zone signage and pavement markings should be installed on all approaches.

5. RECOMMENDATIONS

Avenue consideration should be given to the following: 

 



  Walkers to school should enter and exit the school via the sidewalk west of the carpool 

loop exit driveway. It will be necessary to adjust the gate on this driveway to allow 

access.  This will require constructing a small section of sidewalk to connect the two 

walkways.  The connection of the sidewalk will provide the ADA access necessary to the 

school.  This will allow children to enter the school through the second driveway and 

parents to drop their children off at the front of the school. 

 



  Flashing lights should be provided on the school speed limit signs to warn drivers of the 



reduced speed.  The lights should be activated to coincide with the arrival and dismissal 

times of Tangelo Park Elementary. 

 



  A crossing guard should be provided at the existing crosswalk at the entrance to the 



school to ensure that children cross Anzio Street safely. 

 



  School zone signing and pavement markings should be provided on all intersection 

approaches. 

 



  The existing “No Parking” signs should be replaced with larger “No Parking” signs (R8-



3). The existing signs are small and hard to see with all of the other signs in the area.  In 

addition to replacing the signs, additional signs should be placed along the north side of 

Anzio Street to prevent vehicles from parking on the newly constructed sidewalk. 

 



  Consideration should be given to expanding the existing school zone to the east past 

Udine Avenue. 

 

3.  At the intersection of Anzio Street and Mandarin Drive consideration should be given to the 



following: 

 



  Provide school zone signage and pavement markings on all approaches to the 

intersection. 

 



  Replace the pedestrian ramp on the northwest corner for east-west pedestrian traffic to 



remove the tripping hazard.
