- 1. The branch operates in accordance with the Constitution of the Republic of Uzbekistan, the Law "On Education", the National Training Program, resolutions of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers. normative legal acts of the Ministry of Secondary Special Education and this Charter.
- 4. The branch is a legal entity. Owns its own special property in operational management and is responsible for its obligations under this property, buys property on its own behalf and exercises property and non-property rights, assumes obligations, is a plaintiff in court and may be responsible.
- It has an independent balance sheet, accounts in banking institutions and other accounts, including in foreign currency, a stamp with the image of the State Emblem of the Republic of Uzbekistan and its name, stamps and other details.

The main functions of the branch - 5. The main tasks of the branch are:
- to meet the needs of the individual for intellectual, cultural and spiritual development through higher education and post-graduate education;
- training, retraining and advanced training of highly educated specialists and research and teaching staff in relevant sectors of the economy;
- training of highly qualified scientific and pedagogical staff in postgraduate education as doctors of philosophy, doctors of sciences and independent researchers;
- Gradual introduction of the concept of "University 3.0", which provides an integral link between the commercialization of education, science, innovation and research results;
- preservation and enrichment of moral, spiritual-enlightenment, cultural and scientific values of the society;
- dissemination of knowledge among the population, raising its spiritual, educational, cultural and legal level;
- development of science through research and creative activities of scientific and pedagogical staff and students, use of the obtained results in the educational process; development of a well-rounded and loyal person, a citizen of an independent state to the sacrifice of his homeland, people, society and family to form a sense of responsibility, respect for national and universal values, enrichment and strengthening of national traditions, conscientious and honest work for the future of our Motherland;
- Development and implementation of teaching materials, manuals, textbooks, including electronic literature in the relevant areas of education;
