The Board of Directors of the Presidents’ Council of Hutchinson Island voted unanimously to oppose the taking of sand, a valuable natural resource, from off shore of St Lucie County. I am writing this correspondence as President of the Council which represents close to 5000 oceanfront owners, in 37 Membership Corporations, on S Hutchinson Island in St Lucie county.
The SAND Study’s 50 year needs determination is based on current projects only. In St Lucie County, there are approximately 21 miles of coastline of which only 4.7 miles are included in the SAND Study’s 50 year needs determination. Between Normandy Beach and the south end of the Fort Pierce Beach Project area, there are 11 miles with existing businesses (Condominium Corporations) and several large developments in various stages of construction. This area was not taken into consideration for this study and needs to be. St Lucie County’s 7 miles north of the Fort Pierce Inlet is not included as the area has substantial accretion. Sand travels from north to south. Hurricanes Frances & Jeanne storm surges in 2004, washed approximately 900k to 1 million cubic yards of sand over the dunes into wetlands, where most remains to date; sand completely removed from the system.
The counties involved in the study are all to the south of St Lucie and north of Miami-Dade. Not one county named in the SAND Study, other than Miami-Dade, will benefit from taking this sand. Please tell me what the benefit will be to St Lucie County. Before touching one grain of sand, a full Environmental Impact Study must be completed as requested by Commissioner Frannie Hutchinson.
A St Lucie County property owner who was willing to pay to extend the S St Lucie County Beach & Dune Restoration project 13 acres north, was informed he would need a full EIS. He was then told he could truck in sand from an approved upland mine halfway across the state.
If the properties in St Lucie County along the beach cannot use the sand off-shore of St Lucie County , how DARE you consider sharing this valuable resource with other counties; especially to the south and without a completed EIS!. An alternative to taking sand from off-shore of St Lucie County, the northern most area of the SAND Study and placing it on Miami-Dade beaches, the southern most location in the SAND Study by-passing all counties in-between, is, each year place the total volumetric amounts of fill south of the Fort Pierce Inlet on St Lucie County’s total beach area and create a “Feeder Beach” for the benefit of all counties to the south as named in the SAND Study.
