Despite the ongoing Asian economic crisis, the Japanese government is planning to abandon
earthquake-prone Tokyo and build a new capital. For over 30 years the Japanese have traumatised
themselves over whether to move their government out of Tokyo. Commonly known truths about
overcrowded conditions in the city, the need to decentralise the country, the threat of a major
earthquake which appears to be due in the current capital, and the brain drain from the cities have
compelled politicians and architects to claim that Tokyo has reached its limits as a national capital
and propose alternative locations. A generation ago, the popular choice was the foot of Mt. Fuji, but
