Educating the population, especially the youth, in the spirit of respect for our rich spiritual heritage, national and historical traditions, universal human values, love for the motherland, loyalty to the ideals of democracy and independence, is a decisive factor in the reforms implemented in our country, in which moral and legal culture harmony is important.
Legal culture is an important indicator of the development of statehood and the maturity of the legal system, the moral maturity of civil society.
This culture is a normative value that actively influences the processes of social life, helps the integration of citizens and all social groups, and strengthens the sustainable development of the country.
It is known that the level of legal culture is seen not only in the number of adopted laws and even in their quality, but in their consistent implementation, reflection in the activities of people in society, and in general harmony with all spheres of social life.
After all, even the most mature and elaborate law will not be a priority if it does not find its expression in practice.
The concept of "moral-legal culture" in the social sense can be interpreted at two levels: the moral-legal culture of the whole society and the level of the legal-moral culture of an individual.
Accordingly, social moral - legal culture, legal institutions and institutions, legal consciousness and moral norms, principles can be evaluated as the qualitative state of values ​​and norms that represent the dialectical common unity of activity. In relation to the individual, it is manifested in the form of a standard of assimilation of legal reality, a unique moral mirror of social life, perception of existence.
At the same time, the content of legal culture is largely determined by the legal system, legal principles, branches of law and a set of norms. Improvement of legislation and strengthening of legality strengthens the legal consciousness of the society and the individual.
The fact that the development of moral and legal culture affects all aspects of social life is an objective law characteristic of a legal democratic state.
The level of legal culture is measured by the scope of legal values ​​established in the society, their widespread use among the masses, and their adoption on the basis of the principle of free will and moral choice.
The legal culture of each individual person is determined by the degree to which he inculcates legal values ​​and the content of laws into his heart and consciousness in harmony with spiritual and moral criteria.
In conclusion, it should be said that the mentioned aspects and spiritual-educational activities have a decisive influence on the legal culture of the individual as well as the level of socio-legal activity of the population. The most important thing is that these activities should be carried out on the basis of gradualism without haste, which can solve the existing problems in the field, one of which complements the other.
In order to effectively solve the tasks in this regard, it is suggested to implement the following organizational-legal and educational measures:
- when justifying the scientific status of the concept of "harmony of moral-legal-democratic culture", it is necessary to theoretically generalize the content of spirituality at the level of state policy, to create a perfect plan for its scientific research in cooperation with social and humanitarian sciences;
- the rapid development of society through democracy and the success of the reforms implemented in this regard largely depend on the level of legal consciousness and legal culture of people. A high legal culture is the foundation of a democratic society and an indicator of the maturity of the legal system.
- republic media, creative associations, educational institutions in the promotion of national spirituality, moral values, developing a concept taking into account the young characteristics and psychological abilities of teenagers, Uzbek television's "The word of the fathers is the eye of the mind", "Simple truths", "Adami Ersang", "Thousand and one narratives", "Patriot", "Virtue", "Toward guidance", etc. , it is necessary to prepare series of special spiritual shows intended for schoolchildren, students, and fans in general, to achieve creative use of them in spiritual and educational hours;
- active democratic renewal of society and modernization of the country, and the following programmatic tasks at the second stage of the development of society, which is logically continuing today: democratization and liberalization of all aspects of political and economic life, state and society building; strengthening the independent judicial system; further expansion and improvement of the system of reliable protection of human rights and freedoms; improvement of the system of ensuring public order and security, peace and tranquility; increase political, economic activity, legal awareness of citizens; increase the activity of civil society institutions, expand and improve their activities; legal provision of consistent and gradual transition from a strong state to a strong society is required.
