AMAZONAS Amazonas, T he State of Amazonas, Brazil’s largest state, with an area of more than 1.5 millions km 2 , of which 54% are protected areas, holds 97% of its original forest cover sDll standing, making for the state with the largest tropical forest carbon stock on the planet. Half of the state’s populaDon of 3.3 million live in the capital, Manaus, while the other half is scaJered among 61 municipaliDes. The State of Amazonas is also home to 66 indigenous groups and thousands of species, most of which sDll unknown to science. With so much at stake, the statewas one of the pioneers in establishing state-‐wide public policies related to climate change and in designing posiDve incenDves for forest conservaDon. In 2007, Amazonas established its State Policy on Climate Change (PEMC) (law 3.135/2007) and a complementary law (53/2007), which establishes the State System for Protected Areas (SEUC). These was followed by the development of the State’s DeforestaDon PrevenDon and Control Plan (PPCDAM), involving many state secretaries in a combined effort to develop ways of reducing deforestaDon while creaDng new economic alternaDves. Combined, these policies have helped reduce deforestaDon from acDviDes such as land grabbing, illegal logging, soy farming and caJle ranching from a 10 year average (1996-‐2005) of 868 Km 2 to REDD
One of the strategies related to REDD adopted by the Amazonas State Government was the creaDon of a public-‐private foundaDon, the A m a z o n a s S u s t a i n a b l e FoundaDon (FAS) tasked with managing the Bolsa Floresta Program (PBF), a pioneer pilot program for payment for ecosystem services, which supports 15 State Protected Areas. One important result of the establishment of FAS was the development of the Juma Reserve REDD Project , the first REDD project to be validated under a voluntary standard in Brazil ( the Climate, C o m m u n i t y a n d B i o d i ve rs i t y Standards (CCBS). The goal of the project is to manage a Sustainable Development Reserve, as well as implement acDviDes outlined in the Protected Area Management Plan to curb deforestaDon in the region. h e s t a t e i s c u r r e n t l y developing its “ State Policy on E nv i ro n m e n t a l S e r v i c e s ”, discussed in the context of the Amazonas State Forum on Climate Change, with the parDcipaDon of the TradiDonal People’s and CommuniDes State Council and various other stakeholders, which aims to s t r u c t u r e e c o n o m i c a n d operaDonal mechanisms to evaluate and provide state wide incenDves to stakeholders t h a t h e l p c o n s e r v e a n d preserve the natural resources of Amazonas. The state has officially released the drai law proposal on March, 2011. The drai is the basis for online and offline public consultaDons, which have started in July and will cover 7 municipaliDes, including Manaus. The sessions will be conducted by Ceclima , the technical body of the Secretariat of Environment and Sustainable Development of A m a z o n a s ( S D S -‐ A M ) responsible for implemenDng the State Policy on Climate Change. A REDD+ program will be developed under the law, in o r d e r t o s u p p o r t t h e deforestaDon reducDon and conservaDon efforts, benefiDng forest communiDes, peoples, dwellers, the biodiversity, while protecDng the carbon stock and reducing the carbon flux. What is CECLIMA ? The State Center for Climate Change (CECLIMA) is the first specialized center government of Brazil to arDculate public policies on climate change. It was created in 2008 by the Secretariat of State for the Environment and Sustainable Development (SDS) for the implementaDon of Law 3135 of June 5, 2007 -‐ State Policy on Climate Change of the State of Amazonas.
