In our country and abroad, hundreds of representatives of talented youth gain knowledge and improve their skills. It is important to establish a bilateral exchange of experience with foreign educational institutions.


Uzbekistan in terms of the level of development has entered the ranks of the developed countries of the world. The country pays great attention to familiarizing young people with the treasury of world science and knowledge. The ties of educational institutions of the republic with foreign training centers have significantly strengthened. The invitation of foreign teachers and specialists to conduct classes in foreign languages, as well as advanced training of employees and training of students in foreign educational and scientific centers is expanding. At the same time, foreigners from many foreign countries are studying in Uzbekistan.
Fundamental reforms of 2017. In accordance with the Presidential Decree of February 7, 2017 "On the Action Strategy for the Further Development of the Republic of Uzbekistan", it is planned to develop a program for the radical improvement of the higher education system in 2017-2021, further improvement of curricula, phased development of the independence of higher education institutions through the expansion of their powers in the provision of paid services and the search for additional sources of financing. In the period 2017-2018, about seventy decrees, resolutions and instructions of the President of the Republic of Uzbekistan and the Cabinet of Ministers were adopted, which was the beginning of the process of changes in the education system in the full sense of the word.
The Action Strategy outlines the priority tasks of improving the effectiveness of higher education institutions in the transition to international standards for assessing the quality of education and training. The document refers to the training of personnel - mature specialists with a broad worldview, who have received lessons in the philosophy of life, by increasing the effectiveness of education in universities, mastering pedagogical technologies aimed at in-depth study of sciences, and establishing integration between sciences. It is with this in mind that President Shavkat Mirziyoyev emphasized that we are mobilizing all the forces and capabilities of our state and society to educate independently thinking, comprehensively developed, happy youth with high intelligence and spiritual potential, in no field inferior to their peers around the world.
In 2017, after more than a 10-year break, taking into account the needs of the state and society in qualified personnel, the system of distance learning was restored at the initiative of the President.
On November 16, 2017, the President adopted a resolution "On improving the procedure for conducting entrance test tests to the bachelor's degree of higher educational institutions of the republic". According to this document, starting from the 2018-2019 academic year, testing will not be conducted in such areas of study that require special talent, such as culture, art, design, fine and applied arts, music, art history, sports and physical culture. Admission to study at the State Conservatory, the State Institute of Art and Culture, the National Institute of Arts and Design named after K. Bekhzod, the Uzbek State Institute of Physical Culture is carried out through creative examinations. A number of reforms have also been implemented in the system of higher medical education. In particular, in the direction of bachelor's degree in the medical field, the period of study was reduced from 7 to 6 years, and in the direction of medical prevention - from 6 to 5 years.
Postgraduate education. Until 2012, such education consisted of postgraduate studies (3 years) and doctoral studies (3 years), in 2012-2017 a one-stage doctoral program functioned. In the period from 2013 to 2017, only about 360 researchers defended their doctoral dissertations.
This could not meet the needs of universities and research institutions in qualified scientific and scientific-pedagogical personnel. In order to further improve education after the university, expand the opportunities for young people to manifest their intellectual potential in the course of research activities, as well as after studying the practice of a number of advanced foreign countries, a two-level education system was introduced after graduation from July 1, 2017. The first is a basic doctoral program, which provides for the defense of a dissertation and the assignment of the scientific degree of Doctor of Philosophy in the relevant scientific field (PhD), and the second is a doctoral system that provides for the assignment of the scientific degree of Doctor of Science in the relevant scientific field.
In recent years, Large-scale work has been carried out in Uzbekistan to modernize the system of higher and secondary special education, develop science, and introduce modern forms and technologies of training.
Based on the needs of the real sector of the economy and the social sphere, over the past period, new universities have been formed in the regions of the country, including branches of leading foreign higher educational institutions, modern levels of education have been introduced, and personnel have been trained in popular areas of undergraduate education and master's specialties.
To date, as part of the implementation of the Action Strategy for five priority areas of development of the Republic of Uzbekistan in 2017-2021, special attention is paid to expanding the coverage of young people with higher education, improving the quality of education, strengthening the material and technical base of higher educational institutions. Expanding cooperation with foreign universities plays an important role in achieving the set goals.
Currently, more than 100 universities operating in our country train highly qualified personnel. In Uzbekistan, branches of leading universities in the USA, Great Britain, Italy, South Korea, Russia, Singapore, and India carry out effective activities. Moreover, together with financial institutions and developed countries of the world, a number of projects in the field of higher education are being successfully implemented.
For the successful implementation of reforms in the sphere, in July of this year, the Decree of the President of the Republic of Uzbekistan "On measures to reform management in the field of higher and secondary specialized education" was adopted. The document pays special attention to the organization of the educational process in accordance with the international practice of introducing new pedagogical technologies of education and teaching methods, improving curricula and subject programs, qualitative updating of the educational process with the introduction of modern forms of training and means of information and communication technologies, as well as optimizing the directions of education and specialties taking into account the needs of the development of economic sectors, scientific and social spheres, organization of students' practice at production and other enterprises.
According to the Ministry of Higher and Secondary Special Education, in preparation for the 2019-2020 academic year, in accordance with the "Classifier of Directions and Specialties of Higher Education", the department has developed, coordinated and implemented in the educational process of higher education institutions with the involvement of industry specialists of the economy state educational standards in four areas of education, 45 areas of undergraduate education and 52 qualification requirements and educational requirements Master's degree plans.
In order to improve the subject programs in the 2019-2020 academic year, it is planned to study in 3830 educational areas of the bachelor's degree and more than 1910 subjects in the magistracy.
This year, more than 2700 bachelor's degree subjects and more than 1300 master's subjects were discussed in the Coordination Council of the Ministry and recommended for the educational process.
To achieve an exemplary state of the Information and Resource Centers (IRC) of higher educational institutions, an educational and practical seminar was held at the Tashkent State Institute of Oriental Studies with the participation of the directors of the capital's IRC. On the example of this university, the conditions created at the institute for students and the principles of work of software are clearly demonstrated.
In addition, it should be noted that in accordance with the decision of the Board of Trustees of the El-Yurt Umidi Foundation under the Cabinet of Ministers of Uzbekistan in May this year, 517 candidates who successfully passed all stages of the competition were approved as scholarship holders of this fund.
