In order to ensure the execution of the tasks specified in the decrees PF-
5847"On approval of the concept of development of the higher education system of 
the Republic of Uzbekistan until 2030" dated 8 October 2019 and PF-5953 "On the 
state program on the implementation of the Strategy of Actions on five priority 
areas of development of the Republic of Uzbekistan in 2017-2021 in the "Year of 
Science, Enlightenment and Digital Economy Development" dated 2 March 2020, 
The Cabinet of Ministers decided to introduce the procedure for gradually 
transferring the educational process to the credit-module system in higher 
education institutions of the republic starting from the 2020/2021 academic year.

Decree of the President of the Republic of Uzbekistan 
“On the introduction of a system of continuous professional development for 
management and teaching staff of higher educational institutions”, which specifies 
different tasks in order to raise the system of advanced training of managerial and 



teaching staff to a new level, the widespread introduction into practice of modern 
forms of improving their professional skills, as well as a differentiated and 
alternative continuous system of advanced training that takes into account the 
results of scientific and scientific-pedagogical activities.
In recent years, ample opportunities have been created for the development 
of professional knowledge, qualifications and skills of the leading and teaching 
staff of higher educational institutions (hereinafter referred to as the leading and 
teaching staff). Modern forms and technologies of education are being introduced 
into the educational process of retraining and advanced training courses, including 
distance learning, webinar technologies, automated monitoring, electronic portfolio 
information systems. 
At the same time, the inconsistency with modern requirements, low 
efficiency and resource intensity of the current procedure for advanced training of 
managerial and pedagogical personnel requires the introduction of innovative 
approaches into this process, as well as the use of mechanisms for the continuous 
development of professional competence of personnel.
