INTRODUCTION 
From the first years of independence, the development of the education 
system in our country has been raised to the level of state policy, ensuring that our 
children acquire modern knowledge and skills in conditions corresponding to 
world standards, and grow up to be physically and spiritually mature people. Great 
work is being done to realize the abilities and talents, intellectual potential, to 
develop the feelings of loyalty and self-sacrifice in the hearts of our youth. In the 
last 5 years, positive changes are taking place in the family education system as a 
result of many innovations and reforms. In this article, reforms and innovations in 
the higher education system are analyzed and discussed.
Today, all spheres of the life of New Uzbekistan have become a field of 
deep reforms. In this process, it is impossible not to talk excitedly about the 
changes in the educational system, which is considered the basis of the social 
sphere. In recent years, practical work on organizing all stages of the education 
system based on modern requirements has entered a decisive stage in our country. 
As our President noted: "The more educated our children are, the faster the 
economic sectors based on high technologies will develop, the more social 
problems will be solved. Therefore, if I say that the threshold of New Uzbekistan 
starts from the school, I think that our entire nation will support this idea."
It is not by chance that the President of our country started his activities as 
the head of state with a meeting with academicians, leading scientists, people of 
science in general, and focused on harmonizing the development of science with 
the development of production in our republic. After that, the leader of our state 
will implement the Strategy of Actions to improve the health system, develop the 
system of printing and distribution of book products, increase reading, establish 
new free economic zones in the republic, further develop the country, "Concept of 
development of science until 2030 ", the creation of the Imam Termizi 
International Center and many other decisions, decrees, decrees, and the promotion 
of science as one of the main issues was a practical expression of this attention. 
Reforms in the higher education system constitute the main part of the 



reforms implemented in the field of education. In particular, to determine the 
priority directions of the systematic reform of higher education in the Republic of 
Uzbekistan, to raise the process of training independent thinking highly qualified 
personnel to a new level in terms of quality, to modernize higher education, based 
on advanced educational technologies, to develop the social sphere and economic 
sectors, the Concept of the development of the higher education system of the 
Republic of Uzbekistan until 2030, approved by the decree of the head of our state 
on October 8, 2019, serves as a prelude to new reforms in the field.
Today, it is no secret that the world's prestigious higher education 
institutions are considered to be the major hotbeds of science. Currently, new 
higher educational institutions and branches of the world's leading universities are 
being established. For example, in the last 5 years, 47 new higher education 
institutions, including branches of foreign universities, were established in our 
country, and the number of higher education institutions reached 125.
Prospective tasks being carried out in the field of education, with their 
relevance and practical importance, do not lag behind reforms in other fields. 
Because it is the demand of the times to continue the reforms in this field on a 
larger scale. Therefore many decrees on development of the system of higher 
education have been issued by the President of the Republic of Uzbekistan: 
PF 5847 08.10.2019.
Decree of the President of the Republic of Uzbekistan 
“On approval of the concept of development of the system of higher education of 
the Republic of Uzbekistan until 2030”, which specifies different tasks in order to 
determine priority areas for the systemic reform of higher education in the 
Republic of Uzbekistan, raising to a qualitatively new level the process of training 
independently thinking highly qualified personnel with modern knowledge and 
high spiritual and moral qualities, modernizing higher education, developing the 
social sphere and economic sectors based on advanced educational technologies.
PF 6097 29.10.2020. Decree of the President of the Republic of Uzbekistan 
“On approval of the concept of development of science until 2030”, which 



specifies different tasks in order to accelerate the development of sectors of the 
economy and the social sphere, to widely use the scientific and innovative potential 
with the full mobilization of scientific, intellectual and financial resources, to 
determine priority areas for the continuous reform of science in the future, to train 
independently thinking highly qualified personnel with modern knowledge, to raise 
work on the modernization of scientific infrastructure to a qualitatively new level, 
as well as in accordance with the State Program for the implementation of the 
Action Strategy in five priority areas of development of the Republic of 
Uzbekistan in 2017-2021 in the "Year of Science, Education and Digital Economy 
Development" 
PF 6198 01.04.2021. Decree of the President of the Republic of Uzbekistan 
“On improving the system of public administration in the field of development of 
scientific and innovative activities”.
In recent years, targeted measures have been taken in the field of innovative 
development of the sectors of the economy and the social sphere of the republic
comprehensive support and increase in the effectiveness of science and scientific 
activities. A strategic program has been approved aimed at including our republic 
in the list of 50 leading countries in the world in the global ranking in the field of 
innovation, new mechanisms for financing scientific projects have been 
introduced, and additional conditions have been created for material incentives for 
highly qualified personnel in the field of science.
Despite this, the large-scale reforms being implemented at the current stage 
of the country's development show the need to improve the mechanisms of public 
administration in the field of science and innovation, increase transparency in the 
formation of state programs for scientific activities and accelerate the process of 
introducing scientific achievements and innovative technologies in sectors of the 
economy and regions. 
O’RQ 576 29.10.2019 Law of the Republic of Uzbekistan “On science and 
scientific activity” adopted by the Legislative Chamber on July 22, 2019, approved 
by the Senate on October 11, 2019.



O’RQ 630 24.07.2020. Law of the Republic of Uzbekistan “On innovative 
activity” adopted by the Legislative Chamber on April 7, 2020, approved by the 
Senate on June 19, 2020.
PQ 5117 19.05.2021. Decree of the President of the Republic of Uzbekistan 
“On measures to raise to a qualitatively new level activities to promote the study of 
foreign languages in the Republic of Uzbekistan”. In accordance with the State 
Program "Year of Supporting Youth and Improving the Health of the Population", 
as well as in order to develop teaching foreign languages as a priority area of 
educational policy different tasks were specified. The President of the Republic 
Shavkat Mirziyoyev declared the year 2023 as “The Year of caring for people and 
quality education”. The head of the state delivered a traditional address to the 
parliament and people of Uzbekistan. “The more opportunities we create for our 
people, the greater the return, and the more active they will be to change their lives 
for the better,” Shavkat Mirziyoyev explained his decision.
