The subject of the research work is a complex of financial relations arising in 
the process of financial support of agricultural producers by the state. 
The scientific novelty of the research work, consisting of the following: 
The targeted use of budget funds has been proposed in reliance upon the 
correlation between investments in agriculture in the structure of state budget 
expenditures and the share of agriculture in GDP; 
When determining subsidies for the development of agriculture from the state 
budget, there has been developed the technique for calculating the cost and insurance 
rates based on average returns for the same period; 
In order to raise financial stability and reduce the risk of transformation, it is 
proposed to re-evaluate soft loans and arrears and ensure that these funds are fully 
repaid to the bank at the expense of state insurance companies; 
Scientific proposals and practical recommendations to raise the capitalization 
level of «Agrobank» at the expense of public funds, provide financial incentives in 
terms of profits allocated to regulatory capital, and prevent a decrease in the cost of 
bank investments in securities under inflation have been developed. 
Scientific and practical significance of the research work. 
The scientific significance of the research results relies on the fact that in future 
it can be used in specialized studies aimed at improving the mechanisms of financial 
support for agriculture by the state.

The practical significance of the research results is determined by the possibility 
of using the developed scientific proposals and practical recommendations when 
working out a set of measures to improve the practice of financial support for 
agricultural producers by the state, as well as targeted state programs.
