The CBC programmes are seen as an instrument for regional development The CBC programmes are seen as an instrument for regional development Development projects are the core of cooperation but also large investment projects are considered important and necessary, especially in the border-crossing points As the programme territories are large, the main geographical focus of investments should stay at the immediate border territories → special attention would be paid to large investment projects implemented in the bordering area primarily
The future ENI CBC programmes on the Finnish-Russian border should be implemented in full shared management mode The future ENI CBC programmes on the Finnish-Russian border should be implemented in full shared management mode In order to secure continuity and smooth launching of the programmes, the current Managing Authorities – namely Regional Council of Lapland, Council of Oulu Region and Regional Council of South Karelia – could continue in their task also in the future It is also evident that the Managing Authorities need support in the implementation of the programmes → relevant support structures should be discussed when preparing the programmes
