Analysis of Table 1 gives reasons to believe that most people‘s attitude to work and 
functional duties has deteriorated: in metallurgical enterprises – by 33%; in machine building 
companies – by 16.7%; in transport and logistics – by 25%. The main reasons for this situation 
are mass dismissals of employees, insecurity, reduced HR-budgets, reduced working hours to 
cut wages, levelling and lack of investment in human resources, etc.

2014-2019 - Without a temporarily occupied territory of the Autonomous Republic of 
Crimea, Sevastopol and part of the temporarily occupied territories in Donetsk and Luhansk 
oblasts. 
Thus, the development of human resources of the company is possible subject to 
targeted investments by a person, an organization, and the state. It is people, their 
knowledge, skills, abilities, experience, and accumulating intellectual reserve that can 
become a source of income. That is why, we believe that the development of human capital 
through investment in education, science, training, and health care must become the main 
strategic priority of the company which will provide not only for the intellectual 
development and professional growth of the individual, but will also enhance the 
competitiveness of the company in the future, becoming the main driving force behind the 
rapid development of the national economy.
