1. Interaction with stakeholders Introduction Stakeholder Engagement is the process of identifying, matching and prioritizing stakeholders that may be affected by Project activities, who have a particular interest in the Project or who have been designated as decision makers in connection with the Project. A Stakeholder Engagement Plan (SEP) has been prepared on behalf of ’’ NESU ’’to manage and manage stakeholder engagement throughout the life of the Project. Currently, the main purpose of the SEP is to interact during the ESIA phase, however, the SEP will remain a valid document and will be updated further and serve as a guiding document during the construction and operation phases. Stakeholder participation in the SEP was planned in accordance with Uzbek legislation for category I projects and EBRD requirements for category A projects. This section contains a summary of the content of the SEP. The SEP is set out in Volume V of this ESIA. Purpose of the SEP The main objectives of the SEP: Stakeholder identification and preparation, including all stakeholders that may be affected by or interested in the Project. It also identifies the key organizations and communities that need to be consulted in order to obtain permits for the Project (for example , Goskomecology). Development of appropriate communication approaches with each stakeholder group to provide information about the Project and conduct consultations. Registration of feedback, concerns and opinions of stakeholders regarding the Project. Establish appropriate/appropriate means of communication, especially with vulnerable groups and women, to prevent any risks associated with gender-based violence and harassment (GBV), including Exploitation and Harassment (SEA). Develop and maintain a grievance mechanism. All stakeholder engagement will be conducted in a culturally appropriate manner and in languages understood by stakeholders – Uzbek, Russian and Kazakh (the predominant language of Nukus village), as appropriate. The engagement plan will take into account cultural and economic elements to ensure that as many stakeholders as possible are involved (for example, when women can be present or when shepherds are at home and not grazing). Identifying stakeholders Table 37 provides a Stakeholder Engagement Matrix that includes individuals, communities, organizations, and government agencies that are considered stakeholders in the C-D OHL. According to the systems approach, the current stakeholder matrix has been divided into three main categories depending on the type of interests. ● (A) Affected/affected stakeholders (who may be directly or indirectly affected by the Project. ● I) Interested parties (stakeholders who have some interest in the Project, i.e. Project beneficiaries, NGOs, civil society ● (D) Stakeholder decision makers (groups/individuals/organizations that make decisions regarding the Project, i.e. Project lenders, local regulators, etc.) Download 16.08 Kb.
