AIExBEF HISTORY AND DEVELOPMENT

AIEXBEF REGD. 1979

  • First organisation of Armed Forces Veterans(Ex-servicemen) registered under Trade Union Act,1926 in 1979.
  • Banking Division, Ministry of Finance was pressurised to conduct exclusive test for Armed Forces Veterans(Ex-servicemen) for recruitment in the Banks for reserved vacancies for Ex-servicemen.
  • Major organisation, which played leading role in bringing together various Armed Forces Veterans(Ex-servicemen) organisations under the banner of National Ex-servicemen Co-ordination Committee in 1985.
  • Organisation organised various Seminars and Relies involving Armed Forces Veterans(Ex-servicemen) for the promotion of National Integration.
  • Weightage of Military Service for :-
  • Housing/Conveyance Loans etc. MOF F.No.2/8/78 SCT(B) dated 28.1.83.
  • Medical Aid. IBA No.PD/CIR/76/589/J/776 Dt. 16.4.85.
  • For the purpose of promotion/appointment against Spl. Allowance carrying posts. MOD F No.10/49/84-SCT(B) Dt. 13.8.1986 & F No.6/16/90-SCT(B) Dt.6.3.1991.
  • This organisation had been instrumental in the formation of High Level Committee Chaired by Shri K P Singhdeo, then Hon’ble MOS for Defense.
  • Definition of Armed Forces Veterans(Ex-servicemen) as recommended by the HLC was made effective only w.e.f. 01.07.1987 on the protest lodged by this organisation throughout the country.
  • Promotional avenue for Guards and Security Officers opened in all Nationalised Banks.
  • Invitation for Meeting with representatives of AIExBEF(Regd.) on 3.3.1992 at 3.30 P.M. extended vide F.No.401/14/91-SCT(B), GOI, MOF, Deptt. of Economic Affairs(Banking Division), New Delhi dated 24.2.1992 addressed to Shri G S Adhikari, General Secretary, AIEXBEF(Regd.), B-70, Secrtor-22, Noida-201 301.
  • A Meeting with the representatives of the AIExBEF(Regd.) was held on 3.3.1992 in the Chamber of Jt. Secretary(PRV). The Jt. Secretary.(PRV) presided over the Meeting.
  • Following issues were discussed:-
  • Pay-Fixation
  • Weightage of Military Service for Promotion
  • The counting of length of service for sanction of Advances etc.
  • Consolidation of orders.
  • Transfer Policy for Ex-servicemen in P.S.Banks/SBI & its Associates..
  • Representation of AIExBEF in Bipartite Settlements.
  • Orders and Guidelines pertaining to ECOs/SSOs and Ex-servicemen agreed to be consolidated by IBA within three Months from the date of the Meeting on the advise of this organisation to the Banking Division on 03.03.1992.

Formation of Review Committee to reconsider the Govt. decision on OTI in pension on the protest lodged/organised by this organisation after the announcement of the decision by the Govt. of India.

  • Formation of Review Committee to reconsider the Govt. decision on OTI in pension on the protest lodged/organised by this organisation after the announcement of the decision by the Govt. of India.
  • Filed various petitions in the various High Courts to seek just rights of Ex-servicemen protected including Payment of D.A./D.R. to re-employed Ex-servicemen and family pensioners on re-employment in Banks.
  • A Petition originated by Shri Govind Singh Adhikari, General Secretary, AIExBEF(Regd.),Sqn.Ldr.(Retd.) Kamal Chaudhray, then M.P.(L.S.) and Maj.(Retd.) Sudhir Sawant, then M.P.(L.S.) jointly and signed by others M.Ps i.e. Shri Amal Dutta, Smt. Sheela Gautam, Prof. Rasa Singh Rawat, Dr. Murugesan, then M.Ps(L.S.) total 17 belonging to different political ideologies , submitted to Govt. of India covering the following issues:-
    • Uniformity in Pay-Fixation Rules.
    • Pension to Ex-servicemen.
    • Benefit of Military Service for promotion to Management Cadre/In-Cadre post carrying Special Allowances.
    • Ex-servicemen Cell at Head/ Zonal Offices of Banks.
    • Participation of AIExBEF(Regd.) in Bipartitie Agreements with IBA and Individual Bank Managements.
  • 21/10/16
  • Submitted a Memorandum to Shri Man Mohan Singh, then Hon’ble Finance Minister in North Block in a delegation led by Shri Harish Rawat, then M.P.(L.S.).on 10.3.1995 discussed the issues in detail.
  • Demonstrations organised before the Banking Division 10.4.1995, which was led by Shri Harish Rawat, then M.P.(L.S.) had meeting with Shri C Ramachandran, Special Secretary, MOF(Banking Division), Jeevan Deep Building, New Delhi at 5.25P.M. and discussed various issues about Ex-servicemen.
  • Shri Govind Singh Adhikari, General Secrertary, AIExBEF(Regd.) raised issue pertaining payment of proportionate Pension to Ex-servicemen who complete Minimum 10 years of service in P.S.Banks/S.B.I. & its Associates at the time of their superannuation with the General Secretary, N.C.B.E. & other major Trade Unions in the Banking Industry on the line of Policy prevailing then in RBI.
  • Submitted returns of AIEXBEF(Regd.) regularly to Registrar Trade Union till 2002.

Keeping in view the policy of decentralisation of responsibilities in the organisation in 2002, the General Body Meeting of AIExBEF held at Chhattarpur Mandir, New Delhi Shri M Nageshwar Rao, as President and Maj.(Retd.) V. Singh as Secretary General were elected, which they accepted volunteerly.

  • Keeping in view the policy of decentralisation of responsibilities in the organisation in 2002, the General Body Meeting of AIExBEF held at Chhattarpur Mandir, New Delhi Shri M Nageshwar Rao, as President and Maj.(Retd.) V. Singh as Secretary General were elected, which they accepted volunteerly.
  • On 19.12.2010 in a Meeting of AIExBEF convened by Shri M N Rao, then President attended by 12 Members at Sai Kalyan Mandapam, Tirupathi, A.P. elected Shri Rakesh Sharma as President and Shri M Nageshwar Rao as Secretary General, which they accepted volunteerly and remaining post were nominated by the house. The performance of AIExBEF upto 08.09.2014 can obtained from the Office Bearers during the tenure.

  • On 08.09.2014 in a CEC/General Body Meetings called by Shri Ravinder Shama, General Secretary(Admin.) on due permission and approval of Shri Rakesh Sharma, then President, AIExBEF as then Secretary General Shri M N Rao could not convene the same on the various requests of State Units/CEC Members, at Ichhapur Club, 24 Parganas, Kolkatta, West Bengal. All concerned Office Bearers were informed& invited through Electronic Media & Speed Posts before prescribed period under the provisions of the constitution. The Meetings were presided by Shri Rakesh Sharma, President, AIExBEF and the meeting were conducted as per the procedure laid down in the constitution. The Old Central Body of AIEXBEF was dissolved and Election for New Central Body were held under due process and an adhoc body consisting of Shri Manish Kumar, as Convener President, Shri Jugal Pal as Convener Secretary General and Shri Uma Shanker as Convener Treasurer with eight other Council Members, were elected,which they accepted volunteerly.The House to convene again a All India Meeting of AIExBEF after six months or before two years at New Delhi to elect New Central Body of AIExBEF(Regd.)
  • The Activities done or responsibilities performed w.e.f. 2002 till date can be procured from the respective concerning Office Bearers during the said period.
  • The CEC/General Body of AIExBEF(Regd) as per the Kolkatta Meeting was convened at New Delhi hosted by the AIExBEF(Regd.) Delhi State Unit as Kabir Ashram, Raj Nagar Pt.-II, Palam, New Delhi on 13.03.2016.

  • Notional fitment for ex-servicemen retiring in previous pay commission and joining banks after the successive pay commission.
  • Posting of ex-servicemen at the place of choice on appointment.
  • Justification:
  • ESMs Joining at the age of late Thirties or early fourties.
  • The whole family financially depends on him.

POINTS FOR CHARTER OF DEMAND

  • Need to look after ageing parents who are at their seventies and their medical requirement.
  • Children will be at the crucial stage of their studies.
  • Where as the new young recruit’s income is additional to their existing family income.
  • They will be bachelor/spinster

POINTS FOR CHARTER OF DEMAND

  • If their family is depended on him they can relocate with them
  • If their family is financially stable then the new recruit can afford to relocate to a new place.

AIExBEF SWOT ANALYSIS

  • STRENGTHs:
  • Well matured and disciplined work force
  • Members expertise in diversified fields
  • Honesty and Integrity
  • Better organising skill
  • Better Financial condition
  • WEAKNESSES:
  • Only 10% to 14% of entire banking staffs are ex-servicemen that too scattered in different bank and territory.

AIExBEF SWOT ANALYSIS

  • At preset 22 states with roughly 100 to 300 members each.
  • Quickly jumping in to conclusion and getting emotional at large.
  • OPPORTUNITIES:
  • By showcasing better organizing skills, we should take up important positions in existing unions.
  • Should capitalize on the non performance of the existing union’s office bearers and replace them so that our concerns can be addressed.

AIExBEF SWOT ANALYSIS

  • THREATS:
  • Too much of litigation without proper ground work.
  • Lack of co-ordination amongst various state units.
  • Possibility of members ditching the federation if the judgements goes against us.
  • ROAD AHEAD:
  • Clubbing of various cases against different banks across India.
  • Membership drive to be accelerated.
  • Better co-ordination with the existing trade unions and becoming the office bearers.
