Dear Prime Minister Sir, 

Can  we  have  a  rating  and  review  system  for  the  government  employees  just  like  we  have  for 

online purchases and other services. All the central and state government employees database 

(name,  department,  places  served  and  years  of  experience)  will  be  updated  in  respective 

central and government or department wise website/ page (ex: education department , revenue 

department,  traffic  department,  forest  department  etc.,  have  their  own  website/  page).  Any 

individual  (Indian  resident  with  Aadhaar)  who  has  official  work  in  any  of  these  government 

offices will have to submit his Aadhaar number for the work and after completion of work he will 

get a SMS link to rate the government employees with whom he has interacted or were part of 

the  official  work    and  give  review.  The  SMS  link  shall  have  employee  IDs  and  names  of  the 

officials involved in the completion of work. These ratings shall be one of the factors to decide 

the employees’ promotion, increments and bonuses. 

This will enable tracking the productivity of the employees, as well as the number of works being 

done in various government departments.  

Though,  there  will  be  opposition  by  the  policy  makers/  officials  stating  that  the  illiterate  and 

people  without  mobiles are  deprived  of this.  However,  with  the  number of  ratings  and reviews 

from  literate  and  mobile  literate  people  there  will  be  an  incremental  change  in  the  way  of 

working  in  government  departments.  This  will  reduce  the  corruption  in  government  offices,  at 

least the honest people shall not have to pay bribe to officials for getting the work done (It is to 

be  noted  in  government  offices,  even  for  the  death  and  birth  certificates  officials  ask  for  petty 

bribe). 

With  this  initiative,  there  will  be  a  revolution  in  the  Digital  India  program  and  working  of 

government  offices.  This  will  make  an  imprint  in  the  history  of  public  administration  and 

government.
