National Programme of Nutritional support to Primary Education.

  • Government of India launched programme of nutritional support to primary education from 1995-96.

  • Main aim of this programme is to give boost to universalization of primary education for increasing enrollment, attendance & retention in primary education.

  • The programme is implemented in schools managed by Govt, Zilla Parishads, Municipal Corporations & Govt. aided private schools (primary and secondary), EGS/AIE centres.

Implementation Strategies

  • MDM is implemented through Panchayti Raj System.

  • In rural area the scheme is implemented by village education committee (VEC) constituted for each school.

  • Municipal school boards/Education committees / ward committees are responsible for implementation in urban area.

  • VECs have appointed agencies for cooking. Preference is given to self help groups of women, mahila mandals or needy women.

  • In the urban areas municipal corporations have appointed contractors or mahila mandals for cooking.

  • At some places, NGOs (e.g. ISKCON) have shown their interest.

Quality Management And Monitoring

  • Director of Primary Education, Regional Deputy Director of Education, Education Officer Zilla Parishad and Block Education Officers are continuously monitoring the scheme for quality improvement.

  • Instructions and orientation regarding quality improvement and safety measures are given by the Director of Primary Education from time to time.

  • A Study Group of Experts was set up by Govt. of Maharashtra to improve Implementation of Scheme in the State. Reports received and recommendations are accepted by Govt. The Action accordingly is under process.



Health, Hygiene & Safety

  • Awareness campaigns for teachers, parents & community are organised to maintain hygienic conditions regarding cooking and drinking water facilities.

  • Students are given timely instructions regarding maintenance of personal hygiene and cleanliness while eating food.

  • Safety instructions with regard to use of gas, stove and storage of fuel have been given.



Achievements

  • Mid-day meal is provided to 122.26 lakh students.

  • MDM is very popular in the rural and tribal sector.

  • Employment generation is boosted at the local level- self help groups, mahila mandals have been motivated through this scheme.

  • Monitoring of Mid-Day Meal Scheme is done by Village Education Committee.,Block Officer,Dist.Education Officer

  • MDM scheme has improved attendance of the students.



R e q u i r e m e n t s

  • Actual number of school working days should be taken into account while approving AWP&B -2009-10

  • District wise allocation of rice should be done at state level.

  • Validity period for uplifting of rice should be kept as allocation period. Revalidation power should be given to state govt.

  • As per discussion in last year PAB, quantity of rice should be reduced and cooking cost be increased to that portion.



  • In urban areas particularly in Aided Private schools some of the parents are reluctant to participate in this programme. Parents are not willing to allow their wards to eat cooked food.

  •  Additional funds for to micronutrient supplementation & deworming, should be provided under Central Assistance.

  • External monitoring & Evaluation funds under MME should be allowed for Expenditure on Separate MDM Monitoring Cell.
