INAUGURATION OF THE PRESIDENT
WAS HELD IN ASHGABAT
On Monday, 13th of February, the Central Election Commission of Turkmenistan announced the
results of voting. According to the results of elections held on 12th of February 2017, Gurbanguly
Berdimuhamedow received 97.69 percent of votes; he led the country since 2007. Turkmen media noted
that in the previous presidential elections: on February 11, 2007 Berdimuhamedow received 89.23 percent
of votes, and on February 12, 2012 - 97.14 percent.
As we previously reported, nine candidates participated in the presidential campaign. According to the
Constitution updated last year, the presidential term was increased from five to seven years.
At the end of last week in the capital of Turkmenistan, Ashgabat, Gurbanguly Berdimuhamedow was
inaugurated. Members of Parliament, members of the Cabinet, and representatives of law enforcement
agencies, the Central Election Commission, local authorities and local government, as well as other invited
persons attended the event.
Immediately after his election, Berdimuhamedow once again outlined the priorities of the state and
prospects of further development. According to the «Neutral Turkmenistan» newspaper, «The Head of
State stressed that industry will develop steadily, advanced technologies will be widely introduced, as well
as necessary steps to ensure the dynamic development of the national economy will be taken».
In addition, among the priorities Turkmen President has identified the continuation of struggle and the
total eradication of drug abuse and other negative effects. In foreign policy, will rely on the neutral- legal
status of a state.
On the re-election of Gurbanguly Berdimuhamedow, state media published the leader biography. It was
noted that Berdimuhamedow was born in the Babarap village of Geok- Tepinsk district of Akhal province
of Turkmenistan, on June 29, 1957. In 1997, he was appointed Minister of Health and Medical Industry
of Turkmenistan. In 2001, he became deputy Chairman of the Cabinet of Ministers of Turkmenistan.
Thus, one of the Central Asian republics has held presidential elections. However, unlike Turkmenistan
presidential elections in Kyrgyzstan promises to be hot, and voting results to be unpredictable.
RESULTS OF A. ATAMBAYEV’S
VISIT TO BELGIUM
On February 15-16, the President of the Kyrgyz Republic Almazbek Atambayev paid an official visit
to the Kingdom of Belgium. According to the Ministry of Foreign Affairs of the Kyrgyz Republic, this
trip is planned since last year and is aimed at deepening the Kyrgyz-European relations in the investment
During the visit, A. Atambayev held bilateral meetings with King Philippe of Belgium, President of the
European Council Donald Tusk, President of the European Commission Jean-Claude Juncker and the
European Union High Representative for Foreign Affairs and Security Policy Federica Mogherini.
One of the main outcomes of the meeting was the signing of a new cooperation agreement between
the Kyrgyz Republic and the European Union. As the EU Ambassador to the Kyrgyz Republic Cesare
De Montis noted, the new document will supplement an agreement taken 20 years ago and bring it into
line with the new conditions. The new document will be more comprehensive and will meet all changes,
which Kyrgyzstan, Europe and the rest of the world have undergone over the years; - the Kyrgyz news
agency Kabar reports. Within the visit, A.Atambayev also signed two financial agreements: a program
on the rule of law, which plans to attract 13 million euros, and program of integrated development of
In general, according to experts, the current visit of A. Atambayev is also associated with a desire to
strengthen the parliamentary system, as well as get rid of the established opinion that Kyrgyzstan’s foreign
policy is linked to the Russian policy. The Kyrgyz expert Emil Djurayev expressed this opinion.
After Brussels Almazbek Atambayev paid a working visit to the city of Munich, where, along with leaders
of other countries took part in the Munich Security Conference. During the event, A.Atambayev met
with German Chancellor Angela Merkel. As German media reports, the two leaders discussed issues
of bilateral relations between Kyrgyzstan and Germany, as well as exchanged views on regional and

TOUR IN THE GULF COUNTRIES
On 12-14 of February, Turkish President Recep Tayyip Erdogan made a tour in the Persian Gulf countries,
including Bahrain, Qatar and Saudi Arabia. During the visits, the Turkish leader discussed issues such as
the development of economic relations and the fight against international terrorism.
The First Lady Emine Erdogan, Head of the General Staff Gen. Hulusi Akar, Foreign Minister Mevlut
Cavusoglu, Minister of Energy and Natural Resources Berat Albayrak, Minister of Economy Nihat
Zeybekci, Minister of National Defense Fikri Isik and Head of the Turkish National Intelligence
Organization Hakan Fidan accompanied the Turkish President during his visit.
The visit to Qatar was fruitful, as the parties reached a number of important agreements. As the Turkish
experts note, for a long time Qatar supplies liquefied natural gas (LNG) to Turkey. The amount of LNG
spot deliveries in the total import volumes of natural gas to Turkey is 5.15%. Turkey buys LNG on spot
contracts from 7 countries, 68.5% of which is the share of Qatar.
During a meeting with Saudi King Salman, the sides discussed the issues of combating terrorism. In
particular, the question of the Syrian settlement was on the agenda.
In Bahrain, the parties signed a memorandum of understanding on cooperation in the production of
military products, said Bahrain news agency BNA. The agency also reported that the King of Bahrain
presented to the President of Turkey the highest state award of the kingdom - the Order of Shaikh Isa
Bin Salman Al-Khalifa «in recognition of the efforts in the service of the Muslim community and the
protection of humanitarian values».
Experts note that these visits will promote cooperation between Turkey and Bahrain, Saudi Arabia and
Qatar, both on a bilateral basis and within the framework of the Gulf Cooperation Council and the
Organization of Islamic Cooperation OIC.
MUNICH CONFERENCE ON SECURITY
On 17-19 of February, at the Bayerischer Hotel the Munich Security Conference was held, more than
500 high-ranking politicians and experts from around the world attended it. This year, during the 53rd
session, the participants discussed topical issues of security. According to the organizers, the program of
the conference was devoted to the following issues: future of the transatlantic relationship and NATO
after the election of Donald Trump; cooperation in the framework of the European Union in the field of
security and defense; crisis in Ukraine and relations with Russia; the war in Syria and the security situation in
the Asia-Pacific region, including the Korean peninsula. In addition, participants also discussed terrorism,
information warfare, as well as potential threats to global health and climate problems.
UN Secretary General Antonio Gutteresh, Head of the European Council Donald Tusk, EU High
Representative Federica Mogherini, NATO Secretary General Jens Stoltenberg were among the participants
of the conference. In addition, presidents of Azerbaijan, Kyrgyzstan, Ukraine, Poland and Afghanistan,
the prime ministers of Norway, Hungary and Iraq, the Foreign Minister of China, Saudi Arabia, Iran,
Turkey, Russia, France and the UK attended the event. From the American side, US Vice President Mike
Pence attended the event.
On the sidelines of the Munich conference, talks of Foreign Ministers of «Norman format» were held,
where participants discussed the worsening situation in the east of Ukraine.
Among the other politicians, President of Azerbaijan Ilham Aliyev took part in the work of the conference.

As it is known, the Munich Security Conference is an annual conference held in Munich (Germany) since
1962. Until 1993, it was called the Conference on Military Affairs and was held under the auspices of the
Christian Social Union, financed by the Government of Germany since 1998.
THE PRESIDENT ELECTIONS DATE
According to the press service of the Kyrgyz President A.Atambayev, the next presidential election in
Kyrgyzstan will be held on 19th of November. The report notes that the powers of the current President
A.Atambayev, who has been elected in 2011, will end in the autumn of 2017.
During a meeting with Chairman of the Central Commission for Elections and Referendums Nurzhan
Shayldabekova, Kyrgyz President Almazbek Atambayev noted the special importance of the elections of
a new president of the country, which, in accordance with the constitutional law will be held on 19 of
November this year. “It is necessary to eliminate all shortcomings and omissions in the work and ensure
a fully open and fair election of a new president in the remaining nine months before the election”, - said
Almazbek Atambayev to the media.
Despite the fact that more than 6 months left before the race, the applicants have already started preparatory
work. Experts say that A.Atambayev himself has repeatedly said he does not intend to prepare a successor.
However, last week it became known that former Prime Minister Temir Sariyev and the leader of the
parliamentary faction Onuguu-Progress Bakyt Torobayev will run for presidency. Experts note that Roza
Otunbayeva is also preparing to run for election in the fall. In general, it is clear that the list of candidates
will be increased by the unknown successor to the current president, as well as by dozens of local
politicians. For comparison: in the previous presidential election in 2011, 83 candidates applied to the
CEC, however, only 16 could participate in the elections - most dropped out at the stage of introducing
a compulsory contribution.
It is also important to note that the President Almazbek Atambayev may not participate in the elections
- the Constitution prohibits re-election. Some experts predict to Atambayev the transition to Prime
Minister post, others predict his transition to the Parliament, where he could lead the faction of the Social
Democratic Party (SDP).
Nevertheless, now it is too early to sound forecasts - the balance of power may significantly change.
Today, the applicants have almost equal strength. Someone has better ties abroad, someone has big
financial and media resources, someone has more communications. Observers note that the majority of
applicants follows pro-Russian views.
