JOINING FORCES ALIGNING COMMUNITY & MILITARY MISSIONS Military & Community Collaboration Forum June 29, 2016 NAS Fort Worth, JRB Regional Coordination Committee January 23, 2017 Amanda Wilson, AICP North Central Texas Council of Governments PURPOSE 2 Joining Forces is a collaborative effort among local governments, military installations, citizens and other stakeholders to identify encroachment issues affecting both surrounding communities and current and future military missions It seeks to recommend strategies to promote compatibility through communications, education and the local planning process PURPOSE 3 Joining Forces is an advisory document and a framework to support local actions and regional partnerships It is not a “no growth” plan but an opportunity to encourage compatible development patterns STUDY DELIVERABLES 4 Form Policy Committees Stakeholder and Public Outreach Existing Conditions Report Compatibility Menu – Regional and By Installation Inventory of Compatibility Progress* Storm Water Drainage Assessment* RCC Development Review Tool Assessment* Model Ordinance on Potential Flight Obstructions Public Outreach Documents Final Report *NAS Fort Worth, JRB item only

The RCC encourages compatible land-use planning, conducts community outreach, and participates in military affairs surrounding NAS Fort Worth, JRB. The RCC supports legislation that promotes compatible growth and provides cities and counties enhanced options to manage growth near military installations and within training areas. 85 th Legislature Update 2017 NAS Fort Worth, JRB RCC Legislative Position The NAS Fort Worth, JRB Regional Coordination Committee (RCC) seeks legislation that: • Creates effective methods to initiate dialogue between project developers, military bases, and City, County, and State Officials prior to development for certain proposed activities (e.g. wind turbines, communications towers, sensitive land uses, etc.) that may adversely affect military operations; • Enhances communication efforts to inform current and potential residents who may be affected by military operations (similar to HB 1639 84R); and, • Supports collaboration between local governments, the State, and the Federal Aviation Administration to advance regulations to ensure safe operations of unmanned aircraft vehicles. 85 th Legislature Update Proposed Bills of Interest as of January 19 Bill Author Topic Status HB 106
