• Mahalla (the word itself means “place” from Uzbek) – is a part of town or village, which population traditionally connected with collective profit. Mahhala as local authorities practically act in every region of Republic. Nowadays there are almost 12 thousands of them.
• Mahalla created an ethic system, based on democratic views. These are untouched through the time rules of help, respect to elders, and equality of all members of community.

Even though there are so many people living mahalla – the class inequality, the lack of professional communication – they were combined in a community by combining with common interests and common volunteer works. This lifestyle created system of local authorities, which was rule by the eldest member of this mahalla (aksakal).
