3.1 Constraints for exports


Uzbekistan carries on to be absent or at best a marginal player in most of the markets and its export of fresh fruits. Uzbek exporters have not succeeded in meeting linkages with buyers /consumers in importing countries, the result of which is a large amount of exports that are being further processed and re-exported by other countries. Some of the main concerns for promoting the export that is related to;
1-Lack of exportable verities; high fiber content, inappropriate appearance and texture and large size of stone like
2- Lack of posting harvest treatment facilities such as that is a vapour heat treatment
3- Lack of packhouses from farm to port
4-High cost of obtaining certification for exports like Eurep-GAP
These problems can be categorized into supply chain problems that are inherent the domestic supply chain of food products and market access problems that comprise of various parameters and factors which is driven by the requirements of the target countries.
3.2 Supply chain problems
171- Uneconomic scale of operation
2-Lack of consistency in supply and quality
3- Lack of cost competitiveness due to statutory changes, intermediation and wastages /losses
4-Inadequate and inappropriate storage and distribution infrastructure
5- Lack of technical support for the agro-industrial sector
3.3 Market access problems
1-Non tariff barriers
2- Non tariff barriers can take different types of forms. Broadly these can be categorized as under given by;
-Importing policy barriers
- Standards, Testing, Labelling and Certification requirements
- Anti-dumping& Countervailing Measures
- Export Subsidies and Domestic support
-Short product life cycle
-Lack of brand image
Most exports from Uzbekistan lack scale as an example of the largest fresh produce exporters record that of annual sales of around 300million. The low volume translates the lack of economics in operation and export uncompetitive, so exporters who are not able to establish themselves as long term players in the export market and rely heavily on opportunistic businesses.
