ABSTRACT In this article, the best practices of preschool education and upbringing in foreign countries are studied on the basis of comparative analysis. Information about the forms and conditions of pre-school education in developed Western and Eastern countries is presented. At the same time, the contents of the reforms implemented in the field of preschool education and upbringing in our country and their results were highlighted.
Also, special attention is paid to the researches conducted in connection with the study of foreign experiences related to preschool education and upbringing. Clear ideas about its methodological basis are stated. The role and importance of best practices in the education system in ensuring the development of the states is revealed.

INTRODUCTION


Pre-school education system is the primary and most important link of continuous education. Many years of scientific observation and research show that a person receives 70% of all the information he receives during his life before the age of 5. Pre-school education and upbringing play an important role in the development of personnel. From this point of view, a number of regulatory and legal frameworks have been developed for the reform of the preschool education system in our country. The scope of admission of children to preschool education organizations in our country is increasing year by year. This indicator was 27.7 percent in 2016, and by 2020 it reached 60 percent
It is assumed that the reforms implemented today will bear fruit in the future. For this purpose, our president Sh.M. Mirziyoyev said, "At the same time, we need to educate a new generation of personnel who will be reformers, who think strategically, and who will be educated and qualified." That is why we are consistently reforming all aspects of kindergarten education.
At the meeting held on August 16, 2017 by the head of our state, Sh.M. Mirziyoyev, important tasks were given to structurally reform the preschool education system and to fully cover children in these institutions. As a result of the analyzes in this regard, our president signed 1 Decree and 2 Decisions in a short period of time. Also, in order to further consolidate the legal foundations of separate preschool education and upbringing, the "Legal document on preschool education and upbringing" was adopted. Also, preschool education as the first type of continuous education was reflected in the Law on Education.
These adopted normative legal documents are not limited to the legal justification or protection of activities in the field of preschool education and upbringing. These foundations also serve to ensure the reform and development of the most basic link of continuous education. From this point of view, in the reforms carried out in the field of education, it is the demand of the time to study foreign experiences, compare their best experiences with national education and training, and introduce their achievements by adapting them to the field..
