Issues of development of cooperation with international organizations operating in the field 
of realization of the rights and freedoms of young people were defined.

In the current global era, the safety of young people, who are considered the 
foundation of our future, protecting them from various destructive ideas, and bringing them 
to adulthood in a healthy and mature manner, is one of the urgent issues facing the world 
community. At the same time, the developed countries of the world, especially the USA, 
Great Britain, France, Russia, Turkey, India, and Japan, pay close attention to the issue of 
minors, and their rights are defined as the first priority. In particular, many children's 
foundations and organizations in the United States dedicate their activities to reducing and 
eliminating juvenile delinquency, and most of these organizations spend their money and 
time on the prevention of delinquency among minors to control this type of work. In the 
experience of Japan, one of the developed countries of Asia, the system of prevention of 
offenses committed by minors was implemented in 4 stages from the post-war period to the 
present day. As a result, the number of juvenile delinquencies decreased year by year, and 
in the next 10 years, based on the proportion of the population in the world, Japan won the 
first place in terms of the lowest rate of juvenile delinquency.

Based on this experience, a strategy for the gradual implementation of a number of 
systematic reforms has been determined for the development of minors in our country, their 
spiritual achievement, and their comprehensive improvement. Practical experience shows
