Unlike a few decades ago, now everyone wants to join the fight against corruption. Politicians around the world are campaigning and winning on the promise of an end to corruption. Whether these politicians will fight corruption after being elected is another matter. But the fact that people around the world are aware of corruption and its negative consequences remains a major victory for anti-corruption campaigners. Moreover, the main demanders of social changes are young people. When looking at the top concerns of young people around the world, corruption is at the top. According to a survey conducted by the World Economic Forum, 47% of young people around the world consider corruption and government irresponsibility to be the most serious problems affecting their countries. Because of this, the "vibrant youth of today" is the main reason for hope in the fight against corruption. A useful conclusion to emerge from the current discussion and ongoing debate on the issue of corruption is that corruption is a symptom of deep-rooted and fundamental economic, political and institutional weaknesses and deficiencies in a country. Every citizen should understand what corruption is, its consequences and the punishments applied to it. Proper implementation of certain laws and regulations established in the country will prevent chaos and violations. We can consider this situation on the example of a football game known to all of us. Certain "rules" for the participation and orderly operation of the football game, including the prevention of deadly conflicts, the control of greed, predatory and other unpleasant human instincts, the minimization of socially undesirable consequences, and certain standards of moral behavior of the game and the referees. required to ensure compliance. Naturally, in order for the rules to be properly implemented, they must be transparent, that is, they must be clearly defined and communicated in advance to all interested parties so that they can be understood and obeyed by the participants of the game. If the players do not know exactly what the offense is and what will be punished, or the referee does not know when to blow the whistle, the game cannot continue in an orderly manner.
