The role of the state in the fight against corruption 
We have seen in the previous sections of this article that there are many factors that 
contribute to corruption. These factors are more common in poor countries than in rich 
countries. Thus, at the same time, economic development reduces the level of corruption in 
the country. Some economically rich countries (Singapore, Hong Kong, Portugal) have 
managed to reduce corruption cases. As noted by economist Linbeck, governments should 
not be fatalistic and passive about corruption. With well-directed and determined efforts

corruption can be reduced, if not eliminated, to zero. Trying to reduce corruption to zero is 
very expensive in terms of resources. For example, this public sector may require 
excessively high wages or major legal, organizational changes, restrictions on civil rights, 
the use of very harsh effective punishments, etc. Thus, it is realistic to think that this level 
will remain above zero in all countries. In fact, no country is free of corruption and has a 
perfect ten on the index. 
Corruption is a complex phenomenon that is almost never explained by a single 
cause. Some of the factors that influence them are easier to change than others. Due to the 
complexity of this phenomenon, the fight against corruption should be conducted on many 
fronts. This is a battle that cannot be won in a few months or even a year. The biggest 
mistake that can be made is relying on a strategy that depends too much on actions in a 
single area, such as raising the salaries of public sector employees, increasing fines
establishing anti-corruption agencies, etc. 
Increased public interest and concern about corruption has led to many academic 
studies on the subject. Admittedly, there is still a gap in the current state of knowledge and 
information on this topic and much work to be done. However, the theoretical and empirical 
studies carried out so far have provided new insights into the problem. We now have a 
clearer understanding of the root causes of corruption and can make independent proposals 
to combat it. 
One of the new means of fighting corruption is digital technology. The rise of new 
technologies, especially artificial intelligence and computer science, gives reason to hope 
for the future. As a result, in the coming years, people will have more opportunities to access 
the Internet, share information, connect with each other instantly, and perform many other 
social activities. Experts also point to increased online activity, computer literacy, and the 
availability of online platforms to increase government transparency as key opportunities to 
fight corruption. They believe that if anti-corruption fighters can use technology more 
effectively than those who use it for corrupt purposes, this could be one of the greatest 
opportunities to support positive change. For example, if we look at the recruitment process, 
it was considered a means to distance the citizen who came for a job from situations that
