RESEARCH - 2022 119 Uzbekistan has made steps to implement the law on openness of bodies of government and administration, with an effective system of monitoring of its implementation. There is a uniform electronic system in place for the publication of information by public authorities. Across all public authorities there are appointed officers responsible for ensuring access to information. There has been an important achievement in the electronic publication of draft and adopted normative legal acts. In Uzbekistan,The area of tax administration is prone to a high risk of corruption. The top leadership in Uzbekistan acknowledged this problem and made statements about the need for fundamental reforms.As a result,Uzbekistan initiated broad reforms in the tax area.There is a number of initiatives, including those on raising awareness and advising on tax issues through call centres, and implementation of electronic declarations by businesses, which is all bound to improve their trust in tax administration and reduce potential opportunities for corruption together with the level of perception of corruption. With the understanding of the importance of public awareness in fighting against corruption,the government has taken several measures in this regard. In recent years, Uzbekistan has developed a number of new policy documents in this sphere. With the adoption of the Law “On Combating Corruption” in 2017 the implementation of measures for anti-corruption education and training was legislatively stipulated in Articles 16-18 of the law. In 2017-2018,The judicial authorities of the Republic alone held 1,813 events to prevent corruption among the population, including young people, representatives of civil society and the media, during which the rights of citizens, especially young people in relations with public authorities were explained. These events were attended by more than 65 thousand people, 37,000 of them were young people. State Program on Combating Corruption for 2021-2022, approved by the Presidential Decree of July 6, 2021 "On measures to create an environment of intolerance to corruption, sharply reduce corruption in public administration and expand public participation in this process." It outlines 44 measures, clearly defining deadlines, responsible executors and implementation mechanisms. Ensuring openness and transparency of government agencies in the country on the basis of anti-corruption measures is identified as a priority.In particular, according to the Decree of the President of the Republic of Uzbekistan dated June 16, 2021 "On additional measures to ensure the transparency of government agencies and organizations, as well as effective implementation of public control", all public authorities, including the Accounts Chamber , the Central Bank, judicial and prosecutor's offices and their structural and territorial divisions, as well as business entities and state unitary enterprises with a state share in the charter capital (authorized capital) of 50% or more and state unitary enterprises must approve the list of socially significant information to be placed as Open Data. |
