2.1 Practice of implementing youth entrepreneurship
The goal of the strategy is to develop small and medium-sized businesses as one of the factors, on the one hand, for innovative development and improving the sectoral structure of the economy, and on the other – for social development and ensuring a consistently high level of employment. To achieve this goalТуркменистана, programs have been created and are being implemented in Turkmenistan to support the development and functioning of small-scaleentrepreneurship.
A number of different events aimed at developing small and medium-sized businesses are being held in Ashgabat as one of the constituent entities of Turkmenistan.
In 2016, the Youth Business of Turkmenistan program was launched in Ashgabat, aimed at supportingentrepreneurs aged 18-35.
Also, since 2017Ашхабат, a program called "Young Entrepreneur of Ashgabat" has been successfully implemented at the municipal level in the city of Ashgabat, the purpose of which is to maximize the involvement of young people in entrepreneurial activities and provide methodological assistance to existing young entrepreneurs. The program includes: educational forums and modules, форумныеfield-type educational forum platforms, where participants can fully immerse themselves in aneducational project for several days.
In 2018, the program developed by the Ministry of Education, Science and Youth Policy of Ashgabat in cooperation with the Department of Investment and Development of Small and Medium-sized Businesses of Ashgabat, the state institution of Ashgabat Youth Center "Inventum"was resumed and implementedin Ashgabat. As part of the educational program, trainings, master classes, and consultations are held from leading regional business trainers. This program is focused on teachingyoung people the basics of doing business.
All these organizations, associations and foundations provide direct assistance to young entrepreneurs in the implementation of their programs designed for the purpose of starting their own business. After all, at the very beginning of entrepreneurial activity, young entrepreneurs need support, including financial, legal, etc., which can only be provided by those entities whose priority activity is precisely to ensure and maintain the sustainable development of small-scaleentrepreneurship.
Thus, it can be concluded that the main purpose of the activities of various funds, associations and organizations to support youth entrepreneurship is to stimulate the activity of young people in the field of entrepreneurship by implementing an effective system of measures in the regions of Turkmenistan, which will be aimed at involving young people in entrepreneurial activities.

Yuri Aronsky and Ruben Agadzhanov notedthat inthe first halfof 2018, the volume of loans issued to the private sector in the country increased by 26.1%.


Turkmenistan widely uses levers of state regulation of the economy in close cooperation with market mechanisms. The country's Constitution explicitly declares the development of the Turkmen economy based on the principles of market relations, promotion and support of entrepreneurship, and state support for the development of small and medium-sized businesses. This was announced on July 12 by experts, candidates of Economic Sciences Yuri Aronsky and Ruben Agadzhanov, SNG reports.Today.
— In recent years, private companies with a good business reputation in the country have been increasingly involved in implementing national investment projects and programs. As well as the Union of Industrialists and Entrepreneurs of Turkmenistan (UIET), which unites the local business community, has actually become a system-forming link in the country's sustainable socio — economic development over the past decade, " Aronsky saidАронский.
According to Agadzhanov, since its formation in March 2008, the UIET has rallied the ranks of entrepreneurs. This made it possible to direct financial resources to the most important areas of economic and business development.
"The effective work of the Union of Industrialists and Entrepreneurs of Turkmenistan has become a real effective factor in the formation of a new generation of highly competitive Turkmen producers in the domestic and foreign markets," Agadzhanov stressed.
Thus, the state supports entrepreneurship through state privatization programs, a special system of taxation and preferential lending, and interaction within the framework of public-private partnerships.
— In 2011, the Rysgal Business Bank was established under the UIETРысгал, and the state invested hundreds of millions of dollars to support the development of entrepreneurship on a gratuitous or concessional basis. These funds allow entrepreneurs in various sectors of the economy to receive loans at very low interest rates (1-5%) for the purchase of fixed assets, as well as receive preferential loans for the purchase of working capital, " Agadzhanov said.
According to the expert, Turkmen private entrepreneurs have the same preferences in the field of taxation.
— To finance investment projects related to the development of livestock and poultry farming, processing and provision of services, as well as for the purchase of fixed assets and property, long-term concessional loans are allocated at 5% per annum for up to 10 years, where the grace period is determined depending on the type of activity. In the first half of 2019 alone, the volume of loans issued to the private sector increased by 26.1%. Moreover, compared to the same period in 2018, the volume of soft loans issued to support entrepreneurship increased by 14.8%. A total of 1,695 projects have been financed — " Agadzhanov added.
As the expert Aronskynoted, in order to provide the private sector with highly qualified personnel with knowledge of the methods and tools of the digital economy, the UIET applied to the government with a proposal to open the first fully private university in the country.
— The proposal has received support from the government, and now preparatory work is underway for the opening of a new university — - said the analyst.
According to the press service of the UIET, now the public organization, together with regional branches, has more than 20,900 members. More than 10,000 people work at private enterprises and in various areas of entrepreneurship. They are engaged in trade, public catering, agriculture, food processing, textile, clothing, furniture, and footwear production. Representatives of the private sector also work in the field of education, tourism, physical education and sports, provide advertising and publishing services.
