These points of view of the co-authors mean that legal-technical norms can be 
broadly divided into various fields and sectors. 
Based on the above-mentioned concepts, opinions, analyzes and points of view 
regarding legal-technical norms, we put forward the following author's definition 
of legal-technical norms, that is, "legal-technical norms are the environment 
around a person, such as nature, technology, medicine, and a set of rules that 
define relations with tools, standards of technical actions, and are recorded by 
the state in regulatory legal documents, as well as in the form of guidelines, 
manuals, technical standards". 
In the mentioned definition of authorship, first of all, we reasoned that legal-
technical norms are also legal norms at the same time. If the legal norm determines the 
behavior model and pattern that individuals should follow in their interactions with each 
other, i.e. what actions can be performed or what actions should not be performed, 
legal-technical norms define the same relationship between human and nature, 
man and technology, defines for relations such as human and production. 
In our opinion, today, when social and natural reality are developing at the same 
pace, it is of urgent importance to create legal and technical norms and to develop 
mechanisms for their application to social reality, to regularly improve them, to study 
them from a scientific-theoretical and practical point of view, and to systematically 
analyze them. These mechanisms serve to establish an effective system of law creation 
in our country regarding the creation of legal and technical norms. 
It is worth noting that technical norms cannot be understood as the same as the 
laws of nature. The laws of nature exist objectively, they are manifested as repeated 
phenomena that ensure the interaction and stability of the processes occurring in 
flora and fauna in nature to a certain extent, while technical norms are formed by 
man. Unlike the objective laws of nature and society, which act independently of the 
human mind and will, before the formation of technical norms, they pass through
