II. Research methods
There have been many discussions about building an empirical model of craft development in the region using digital technologies. The studies of Tavares GN, Tavares LM also focus on this direction. Only in 2004, the Russian economist S.G. Svetunkov first created the theory of building econometric models with complex numbers. This was the basis for the formation of a complex numerical economy [16; 17; 18; 21]. As noted in the researches of Afanasyeva A.A, Ponomareva OS and Kleiner GB, "the description of the effect of such production functions, production resources on the production result helps to solve many practical issues" [19;20]. Merkulov TV and Prikhodko FI in their scientific research "Advantages of complex numerical econometric modeling are that with their help, there are opportunities to solve complex problems that cannot be solved with real variable functions." An important factor of the regional system is the theory of optimal regulation. Its distinctive feature is analyzed, relevant scientific conclusions are given regarding the need to consistently apply the principle of optimality in solving the complex complex of problems of regulation and management of the economic process in the region [22]. According to the famous American researcher P. Strassman, information technology is most closely related to such indicators as administrative and management costs of enterprises. Information tools and technologies can reduce the internal management costs of the industry [6]. P. David states in his works that information technologies are "general purpose technologies" [7]. A similar point of view is also emphasized by Harvard Business School professor G. Loveman [8]. Information technologies create the potential for the development of other digital technologies, but technologies that do not exist without digital technologies, by themselves, do not quickly become profitable. Information technology provides a platform for improving existing service industry organizational processes and introducing completely new tools. In the works of modern authors, a number of directions for evaluating the introduction of information technologies in the service sector are highlighted [9; 11; 12; 13], it can be divided into the following classification: use of classical methodology in evaluating projects and programs based on international standards; use of economic methods in calculating the addition of the factor to the total result, saving funds, calculating the system of financial indicators, evaluating the level and dynamics of indicators by sectors; application of expert assessment methods (usefulness, prospects, accessibility, ease of use of information resources, etc.); use of information diagnostic methods (networkometry, webometry).
